It is a settled principle of law that normally no person can be promoted with retrospective effect from a date when he was not born in the cadre. The normal rule is that a person is entitled to seniority only from the date when the said person actually joins the post. It is for the employer to decide how many avenues of promotion to give to which branch. It is for the authorities to carry out the cadre review and decide whether the ministerial employees working on the ministerial side should be given more avenues of promotion.
