28. नियम बनाने की सक्षम प्राधिकारी की शक्ति - (1) सक्षम प्राधिकारी, इस अधिनियम के उपबंधों को कार्यान्वित करने के लिये, राजपत्र में अधिसूचना द्वारा, नियम बना सकेगा।

(2) विशिष्टतया और पूर्वगामी शक्ति की व्यापकता पर प्रतिकूल प्रभाव डाले बिना, ऐसे नियम निम्नलिखित सभी या किसी विषय के लिये उपबंध कर सकेंगे, अर्थात :-

(i) धारा 4 की उपधारा (4) के अधीन प्रसारित की जाने वाली सामग्रियों के माध्यम की लागत या प्रिन्ट लागत मूल्य;

(ii) धारा 6 की उपधारा (1) के अधीन संदेय फीस;

(iii) धारा 7 की उपधारा (1) के अधीन संदेय फीस; और

(iv) कोई अन्य विषय जो विहित किए जाने के लिये अपेक्षित हो या विहित किया जाए।

28. Power to make rules by competent authority. — (1) The competent authority may, by notification in the Official Gazette, make rules to carry out the provisions of this Act.

(2) In particular; and without prejudice to the generality of the foregoing power, such rules may provide for all or any of the following matters, namely:—

(i) the cost of the medium or print cost price of the materials to be disseminated under sub-section (4) of Section 4;

(ii) the fee payable under sub-section (1) of Section 6;

(iii) the fee payable under sub-section (1) of Section 7;

(iv) and any other matter which is required to be, or may be, prescribed.
