The Central Govt. hereby directs that with effect from the date of publication of this notification in the Official Gazette, the provisions of Section 5 of that Act and the rules contained in the Third Schedule to that Act and the rules contained in the Third Schedule to that Act shall apply to all carriage by air not being international carriage by air as defined in the said Third Schedule,
