Sub: Regarding uploading of Acts and Subordinate Legislations including rules, regulations etc. on India Code Portal (ICP).
Sir,
With reference to your office letter No. F.11(71)/CT/LJ&LA/17/1969-2018 dated 09.03.2020 on the above-mentioned subject, I am to inform you that the working of the l&FC Department is governed by the provisions contained in the CPWD Works Manual. There is no other Act and Subordinate Legislation including rules and regulations, as far as the execution of various works is concerned, which the department has independently got enacted through the Legislature for compliance by the department except the rules and regulations which have been uniformly enacted by the Govt. of India to control and supervise the working of all the departments of Govt. of India and NCT of Delhi.
Further, no Act and Subordinate Legislation, including rules, regulations and notification is lying pending in the department, which requires to be uploaded on India Code Portal (ICP).
A copy of the Govt. of India letter dated 28.12.1972 vide which approval of the President of India has been conveyed to follow the P.W. System of accounts and procedure contained in CPW (A) Code, CPWD Code and CPWD Manual with effect from 22.03.65 by the Flood Control Wing of Delhi Administration. The Chief Engineer and other officers of the Flood Control Wing shall exercise the same powers as have been delegated to their counterparts in the CPWD by virtue of provisions in the CPWD Code and CPW (A) Code or by special orders issued in this behalf by the Govt. of India, M/o Works & Housing and Urban Development.
A copy of earlier reply dated 06.03.2020 is also enclosed herewith for further information and necessary action.
