Rs. 995 crore Rashtriya Uchchatar Shiksha Abhiyan project sanctioned

A cabinet meeting chaired by Chief Minister Shri Shivraj Singh Chouhan here today sanctioned various components of Rashtriya Uchchatar Shiksha Abhiyan and expenditure proposal of Rs. 995 crore during 3 years. Under the project, 3 autonomous colleges will be upgraded to universities, 2 colleges to cluster universities and infrastructure development will be undertaken in 10 universities. Besides, 5 new model colleges will be established, 8 existing colleges will be upgraded to model colleges, 3 new technical colleges will be established and infrastructure development work will be undertaken in 100 colleges.
Besides, research, innovation and quality improvement works will be undertaken in 9 universities and 54 colleges, initiative for uniformity in 41 colleges and 12 universities, new academic staff colleges will be set up at 2 previously established (Jabalpur and Indore) and 4 new ones (Bhopal, Rewa, Ujjain and Gwalior) and 2 new faculty training centres will be set up. Under the project, teaching quality will be improved through one training centre for technical education and job-oriented education will also be evolved in 92 colleges and 8 universities.
Vishishit Seva Medal grant
The cabinet decided to sanction cash grant to Vishisht Seva Medalists. Rs. one lakh grant will be given to holders of Param Vishisht Seva Medal, Rs. 50 thousand to Ati Vishisht Seva Medal, Rs. 25 thousand to Vishisht Seva Medal and Rs. 20 thousand cash grant will be given to holders of Sena Medal (Vishisht Seva).
No medalist under series of Vishisht Seva Medals will be allotted land. These orders will apply to medals given away after date of release of these orders. These will not apply to earlier cases.
In case of posthumous Vishisht Seva Medalists, 35 percent grant each will be given to widow and children and remaining 30 percent to parents. In case parents are not alive, this amount will be equally distributed among widow and children. If there are no children, 50 percent each will be given to widow and parents and if parents and children are not alive, entire amount will be given to widow. If children are minors, their grant will be kept in fixed deposit account. Interest acruing on fixed deposit can not be withdrawn without district collector’s permission.
If receiver of posthumous Vishisht Seva Medal was unmarried, entire grant will be provided to his parents. In case parents are not alive, the amount will be equally distributed to sisters and brothers.
Other decisions
It was decided to allow direct recruitment exams of forest guards through Professional Exam Board. These recruitments will be made under provisions of Madhya Pradesh Class III (Non-clerical) Forest Service Recruitment Rules 2000.
The Cabinet sanctioned a Rs. 127.02 crore project for new housing complex on Vidhan Sabha premises.

मुख्यमंत्री श्री शिवराज सिंह चौहान की अध्यक्षता में आज सम्पन्न मंत्रि-परिषद् की बैठक में राष्ट्रीय उच्चतर शिक्षा अभियान परियोजना में विभिन्न घटकों तथा तीन वर्ष में 995 करोड़ के व्यय प्रस्ताव को स्वीकृति दी गई। परियोजना में प्रदेश के 3 स्वशासी महाविद्यालय का विश्वविद्यालय में उन्नयन, 2 महाविद्यालय का क्लस्टर विश्वविद्यालय में परिवर्तन तथा 10 विश्वविद्यालय का अधोसंरचना विकास किया जायेगा। साथ ही 5 नवीन मॉडल महाविद्यालय की स्थापना की जायेगी, 8 वर्तमान महाविद्यालय का मॉडल महाविद्यालय में उन्नयन, 3 नवीन तकनीकी महाविद्यालय की स्थापना तथा 100 महाविद्यालय में अधोसंरचना विकास किया जायेगा। इसके अलावा परियोजना में 9 विश्वविद्यालय एवं 54 महाविद्यालय में शोध नवाचार तथा गुणवत्ता सुधार कार्य किया जायेगा, 41 महाविद्यालय एवं 12 विश्वविद्यालय में साम्यता की पहल की जायेगी, 2 पूर्व स्थापित (जबलपुर एवं इंदौर) तथा 4 नवीन (भोपाल, रीवा, उज्जैन और ग्वालियर) नवीन अकादमी स्टॉफ महाविद्यालय एवं 2 नवीन फेकल्टी ट्रेनिंग सेंटर स्थापित होंगे। परियोजना में तकनीकी शिक्षा के लिए एक ट्रेनिंग सेंटर की सहायता से शैक्षणिक गुणवत्ता में सुधार, 92 महाविद्यालय एवं 8 विश्वविद्यालय में रोजगारोन्मुखी शिक्षा का विकास भी किया जायेगा। विशिष्ट सेवा मेडल अनुदान मंत्रि-परिषद् ने विशिष्ट सेवा श्रेणी मेडल प्राप्तकर्ताओं को नगद अनुदान स्वीकृत करने का निर्णय लिया। परम विशिष्ट सेवा मेडल प्राप्तकर्ता को एक लाख रुपये, अति विशिष्ट सेवा मेडल प्राप्तकर्ता को 50 हजार, विशिष्ट सेवा मेडल प्राप्तकर्ता को 25 हजार तथा सेना मेडल (विशिष्ट सेवा) प्राप्तकर्ता को 20 हजार रुपये का नगद अनुदान दिया जायेगा। विशिष्ट सेवा श्रेणी की मेडल श्रंखला में किसी भी मेडल प्राप्तकर्ता को भूमि का आवंटन नहीं किया जायेगा। यह आदेश जारी होने की तिथि के बाद दिये जाने वाले मेडलों पर लागू होंगे। पूर्व के प्रकरणों में यह लागू नहीं होगा। मरणोपरांत विशिष्ट सेवा श्रेणी के मेडल प्राप्तकर्ताओं के मामले में विधवा और बच्चों को 35-35 प्रतिशत और शेष 30 प्रतिशत अनुदान राशि माता-पिता को दी जायेगी। माता-पिता जीवित न होने की स्थिति में विधवा एवं बच्चों में बराबर बाँटी जायेगी। बच्चे न होने पर अनुदान राशि विधवा और माता-पिता को 50-50 प्रतिशत तथा माता-पिता एवं बच्चे जीवित न होने की स्थिति में पूरी राशि विधवा को दी जायेगी। बच्चे नाबालिग होने की स्थिति में अनुदान राशि उनके बालिग होने तक सावधि जमा रखी जायेगी। सावधि जमा पर प्राप्त होने वाला ब्याज भी जिला कलेक्टर की अनुमति के बिना नहीं निकाला जा सकेगा। यदि मरणोपरांत विशिष्ट सेवा श्रेणी का मेडल प्राप्तकर्ता अविवाहित है तो पूरी अनुदान राशि माता-पिता को दी जायेगी। माता-पिता के जीवित न होने की स्थिति में अविवाहित बहन एवं भाई को बराबर बाँट दी जायेगी। अन्य निर्णय
