केन्द्रीय मंत्रिमंडल ने बीएसएनल और एमटीएनएल में नई जान डालने की योजना और दोनों के विलय को सैद्धांतिक मंजूरी दी

केन्द्रीय मंत्रिमंडल ने आज 4जी सेवाओंके लिए स्पैक्ट्रम के प्रशासनिक आवंटन, सॉव्रन गारंटी सहित बॉन्ड्स जारी करनेके माध्यम से ऋण अदायगी की नई रूपरेखा बनाने, कर्मचारी लागत में कमी और परिसंपत्तियों के मुद्रीकरण के माध्यम से बीएसएनएल एवंएमटीएनएल में नई जान डालने तथा बीएसएनएल और एमटीएनएल के विलय के प्रस्ताव को सैद्धांतिक मंजूरी प्रदान की।
मंत्रिमंडल द्वारा निम्नलिखित को मंजूरी प्रदान की गईः-

बीएसएनएल और एमटीएनएल को 4जी सेवाओं के लिए स्पैक्ट्रम का प्रशासनिक आवंटन, ताकि ये पीएसयू ब्रॉडबैंड और अन्य डाटा सेवाएं प्रदान करने में सक्षम हो सके। उक्त स्पैक्ट्रम का वित्त पोषण भारत सरकार द्वारा इन पीएसयू में 20,140 करोड़ रुपये मूल्य की पूंजी डालकर किया जाएगा, इसके अलावा इस स्पैक्ट्रम मूल्य के लिए जीएसटी के तौर पर 3,674 करोड़ रुपये की राशि का वहन भी भारत सरकार द्वारा बजटीय संसाधनों के माध्यम से किया जाएगा। इस स्पैक्ट्रम आवंटन का उपयोग करते हुए, बीएसएनएल और एमटीएनएल 4जी सेवाएं उपलब्ध कराने, बाजार में प्रतिस्पर्धा करने तथा अपने विशाल नेटवर्क का उपयोग करते हुए ग्रामीण क्षेत्रों सहित देश भर में हाई स्पीड डाटा उपलब्ध कराने में समर्थ हो सकेंगे।

बीएसएनएल और एमटीएनएल 15,000 करोड़ रुपये के दीर्घकालिक बॉन्ड्स भी जारी करेंगे, जिसके लिए सॉव्रन गारंटी भारत सरकार द्वारा उपलब्ध कराई जाएगी। उपरोक्त संसाधनों के साथ बीएसएनएल और एमटीएनएल अपने मौजूदा कर्ज की अदायगी की नए सिरे से रूपरेखा तैयार करेंगे तथा सीएपीईएक्स, ओपीईएक्स तथा अन्य आवश्यकताओं की भी आंशिक पूर्ति करेंगे।

बीएसएनएल और एमटीएनएल आकर्षक स्वैच्छिक सेवानिवृत्ति योजना (वीआरएस) के जरिए 50 साल और उससे अधिक आयु के अपने कर्मचारियों के लिए स्वैच्छिक सेवानिवृत्ति की भी पेशकश करेंगे। जिसका वहन भारत सरकार द्वारा बजटीय सहायता से किया जाएगा। वीआरएस के अनुग्रह राशि संघटक के लिए 17,169 करोड़ रुपये की अतिरिक्त आवश्यकता होगी, भारत सरकार पेंशन, ग्रैच्युटी और रूपांतरण की लागत का वहन करेंगी।

बीएसएनएल और एमटीएनएल अपनी परिसंपत्तियों का मुद्रीकरण करेंगे, ताकिऋण चुकाने, बॉन्ड्स की सर्विसिंग, नेटवर्क का उन्न्यन, विस्तार एवं परिचालन संबंधी धनराशि की आवश्यकताएं पूरी जा सके।

बीएसएनएल और एमटीएनएल के विलय को सैद्धांतिक मंजूरी।
आशा है कि बीएसएनएल और एमटीएनएल में नई जान डालने वाली उक्त योजना के कार्यान्वयन से वे दोनों अपने सुदृढ़ दूरसंचार नेटवर्क के माध्यम से ग्रामीण और दूर-दराज के इलाकों सहित समूचे देश में विश्वसनीय और गुणवत्तापूर्ण सेवाएं उपलब्ध कराने में समर्थ हो सकेंगे।
The Union Cabinet today approved the proposal for revival of BSNL and MTNL by administrative allotment of spectrum for 4G services, debt restructuring by raising of bonds with a sovereign guarantee, reducing employee costs, monetisation of assets and in-principle approval of the merger of BSNL & MTNL.
The following was approved by the cabinet:-

Administrative allotment of spectrum for 4G services to BSNL and MTNL so as to enable these PSUs to provide broadband and other data services. The said Spectrum will be funded by the Government of India by capital infusion in these PSUs at a value of Rs 20,140 Cr in addition; the GST amount of Rs 3,674 Cr to this spectrum value will also be borne by the Government of India through Budgetary resources. By using this spectrum allotment, BSNL and MTNL will be able to deliver 4G services, compete in the market and provide high-speed data using their vast network including in rural areas.

BSNL and MTNL will also raise long-term bonds of Rs 15,000 Cr for which sovereign guarantee will be provided by the Government of India (GoI). With the said resources, BSNL and MTNL will restructure their existing debt and also partly meet CAPEX, OPEX and other requirements.

BSNL and MTNL will also offer Voluntary Retirement to their employees, aged 50 years and above through attractive Voluntary Retirement Scheme (VRS), the cost of which will be borne by the Government of India through budgetary support. The ex-gratia component of VRS will require Rs. 17,169 Cr in addition, GoI will be meeting the cost towards Pension, Gratuity and Commutation. Details of the scheme will be finalised by BSNL/MTNL.

BSNL and MTNL will monetise their assets so as to raise resources for retiring debt, servicing of bonds, network up-gradation, expansion and meeting the operational fund requirements.

In-principle merger of BSNL and MTNL
It is expected that with the implementation of the said revival plan, BSNL and MTNL will be able to provide reliable and quality services through its robust telecommunication network throughout the country including rural and remote areas.
