Cabinet decisions

 

In a significant decision in the interest of employees, a cabinet meeting chaired by Chief Minister Shri Shivraj Singh Chouhan here today approved draft of amended consolidated directive regarding appointment on compassionate ground. Now, married daughter/daughters and legally adopted progeny have been included in the list of persons eligible for compassionate appointment.

Amount of compassionate grant in case an eligible person is unable to get appointment on class IV post has been increased from Rs. one lakh 25 thousand to Rs. 2 lakh. Compassionate grant given to daily wagers, work-charged employees and employee drawing salary from contingency fund has also been increased from Rs. one lakh 25 thousand to Rs. 2 lakh.

It has also been provisioned that if an eligible member of family of government servant is in regular service then another member of his family will be ineligible.

In case a government servant has no major progeny, then his first progeny will be eligible to get compassionate appointment till one year from the date of his attaining majority.

 

Decisions in interest of daily wagers

In the decisions taken in the interest of daily wagers, the cabinet widened the ambit of increased pay benefits by amending sub-rule-1 of Dainik Vetan Bhogi Karmchari (Sewa Ki Sharten) Niyam-2013. Its benefit will be given to employed daily wagers appointed before or after December 31, 1988. Besides, with consent of Finance Department and approval of the cabinet, its benefit will also be given to the daily wagers appointed after January 21, 2004.

In another decision in favour of daily wagers, it has been decided to include in regularisation process the daily wagers on the basis of order or stay by courts against orders of the General Administration Department dated February 14 and 26, 2000. Now, such daily wagers can be regularised on the vacancy or equivalent post on which they are working.

 

Co-Chief Superintendents in hospitals

The cabinet sanctioned 109 posts including those of Co-Chief Superintendents to strengthen and improve arrangements in government hospitals. At present, administrative arrangements are looked after by doctors posted in hospitals, which affects their prime duties. To remove this lacuna, these posts have been sanctioned. Hospital management cadre has been sanctioned for strengthening administrative arrangements at district hospital. Under the cadre, one post of general managers, 4 of managers, 25 of deputy managers and 79 posts of assistant managers have been sanctioned.

 

17 new colleges

Expanding higher education facilities, the cabinet sanctioned 17 new colleges. Sanction was also given to start new faculties in some colleges. The 17 new colleges will be opened at Phoop (Bhind), Kumbhraj (Guna), Bajag (Dindori), Gulabganj (Vidisha), Tal (Ratlam), Shamgarh (Mandsaur), Govindgarh (Rewa), Chand (Chhindwara), Umarnala (Mohkhed), (Chhindwara), Makdaun (Ujjain), Mau (Bhind), Bag (Dhar), Suwasara (Mandsaur), Malhargarh (Mandsaur) Mohan Badaudiya (Shajapur), Shahganj (Sehore) and Sirali (Harda).

The colleges where sanction has been granted to start new faculties include Rajendra Suri Government College Dhar, Government Girls College Seoni, Government Women’s College Damoh, Government Indira Gandhi College Shahdol, Government College Gohad (Bhind), Government Girls College Sehore and Government Girls College Datia.

 

Technical Education & Skill Development Policy amended

For attracting prestigious private training providers to the state, the cabinet gave sanction to amend Technical Education & Skill Development Policy-2012. This amendment has been made following suggestions received during discussions with private investors at various levels. It is noteworthy that under Vision Document-2018 of Madhya Pradesh, a target has been set to provide skill development training to 6 to 10 lakh youths for helping them establish their own employment.

As per the amendment, a provision of upto Rs. 3 crore subsidy has been made on building construction, equipments etc. of ITIs. Besides, provision has also been made to reimburse training fee for 50 seats sponsored by state government. In addition, 5 acre government land will be provided free and 50 percent cost on training of trainers will also be reimbursed. Skill Development Centres will be run permanently in rented buildings.

For boarding facility of trainees, the government will reimburse lodging fee for trainees staying at government sponsored hostels, which will be payable at the rate of Rs. 1000 per student per month. In view of specific local requirements, the state government will provide 50 percent of total cost on construction of hostel for trainees. Limit of subsidy for purchasing equipments for skill development centres has been increased from Rs. 2.50 lakh to 25 percent cost of equipments or Rs. 10 lakh, whichever is less. Additional amount of Rs. 3000 per candidate will be given to the trainers who accommodate 50 percent of trainees in employment.

 

Motor Vehicle Taxation Amendment Ordinance approved

Simplifying and rationalizing Motor Vehicle Taxation Act’s provisions, the cabinet approved Motor Vehicle Taxation Amendment Ordinance. In the amendment, tax rate on environment-friendly vehicles has been reduced. Option of lifetime tax instead of quarterly tax is being given to various categories of cargo vehicles. This will rid them of difficulty of depositing tax repeatedly.

For promoting air-conditioned and deluxe buses, tax on them has been reduced. Tax on educational transport vehicles has been considerably reduced to Rs. 12 per seat. A provision has been made to issue lifetime licence to vehicles engaged in rural transport service by realising only one percent tax of their value. These amendments will on one hand simply process to deposit tax and on the other hand, good passenger vehicles will be promoted. Operators of cargo vehicles will not have to repeatedly visit offices to deposit tax and rural transport service will be promoted.

 

Sanction to maintenance-construction of roads

The cabinet sanctioned to maintain under OMT Scheme maintenance of 12 State Highways/District Main Roads through Madhya Pradesh Road Development Corporation. These roads include Nasrullahganj-Kosmi, Susner-Khilchipur, Agar-Sarangpur, Pachore-Shujalpur-Ashta, Ashta-Kannaud, Bargawan-Baidhan, Ghansaur-Mandla, Khaghat-Manawar, Bhopal-Vidisha, Vidisha-Kurwai, Udaipura-Gadarwara and Bareli-Piparia. Toll on these roads will be realised only from commercial vehicles.

The cabinet according sanction to develop Indore-Ichhawar Road under BOT Scheme with layer of asphalt and 4-lane paved shoulder. Its estimated cost will be Rs. 2258.84 crore and length 199.43 kilometers. The work will be done by Madhya Pradesh Road Development Corporation.

The cabinet sanctioned to construct Hata-Fatehpur-Rajpura-Silapuri-Bajna-Dargawan Road under BOT (toll annuity) scheme. Its estimated to cost is Rs. 76 crore 80 lakh and length 64.40 kilometers.

 

Other decisions

• The cabinet gave administrative sanction of Rs. 90 crore for Khan river diversion project in Indore.

• The cabinet decided to give one-time relaxation of one year in prescribed service period for promotion of sub inspector to the post of inspector. Period of service for promotion for direct recruitment posts is 8 years and for promotion from assistant sub inspector 5 years.

• The cabinet gave administrative sanction of Rs. 96 crore 76 lakh for construction of new building of 350-bed Vidisha district hospital, residential quarters and JNM training centre.

• The cabinet sanctioned new posts for Zila Panchayat office of newly constituted Agar-Malwa district.

• The cabinet decided to create 6 posts in Backward Classes and Minorities Welfare Department in Agar-Malwa district.

• The cabinet sanctioned 69 posts of hostel manager, 70 of peon, 78 of sweeper and 153 of watchman for running 79 hostels of 77 colleges of Higher Education Department.

• The cabinet sanctioned 20 teaching and 21 non-teaching posts for Government Naveen College, Dewas.

मुख्यमंत्री श्री शिवराज सिंह चौहान की अध्यक्षता में आज सम्पन्न मंत्रि-परिषद् की बैठक में कर्मचारियों के हित में महत्वपूर्ण निर्णय लेते हुए अनुकम्पा नियुक्ति के संशोधित एकजाई निर्देश के प्रारूप को अनुमोदन किया गया। अब शासकीय कर्मचारी की विवाहित पुत्री/पुत्रियों, वैधानिक रूप से गोद ली गई दत्तक संतान को अनुकम्पा नियुक्ति के पात्र सदस्यों में जोड़ा गया है। चतुर्थ श्रेणी की पात्रता रखने अथवा पद उपलब्ध न होने की स्थिति में दी जाने वाली अनुकम्पा अनुदान की राशि एक लाख 25 हजार से बढ़ाकर 2 लाख कर दी गई है। दैनिक वेतनभोगी, कार्यभारित एवं आकस्मिकता निधि से वेतन पाने वाले कर्मचारियों को दी जाने वाली अनुकम्पा अनुदान की राशि भी एक लाख 25 हजार से बढ़ाकर 2 लाख कर दी गई है। यह भी प्रावधान किया गया है कि शासकीय सेवक के परिवार का पात्र आश्रित सदस्य यदि नियमित सेवा में कार्यरत हो तो ही उसके परिवार का अन्य सदस्य अपात्र होगा। शासकीय सेवक की कोई संतान वयस्क नहीं है तो प्रथम संतान के वयस्क होने की तिथि से एक वर्ष तक उसे अनुकम्पा नियुक्ति दी जा सकेगी।

 

दैनिक वेतनभोगी कर्मचारियों के हित में निर्णय

मंत्री-परिषद् ने दैनिक वेतनभोगी कर्मचारियों के हित में लिये गए निर्णयों में दैनिक वेतनभोगी कर्मचारी (सेवा की शर्ते) नियम 2013 के उपनियम-1 में संशोधन कर बड़े हुए वेतन के लाभ का दायरा बढ़ाने की मंजूरी दी। इसका लाभ 31 दिसम्बर, 1988 के पश्चात पहले से ही नियोजित दैनिक वेतनभोगी कर्मचारियों को मिलेगा। इसके अलावा इसका लाभ वित्त विभाग की सहमति से और मंत्रि-परिषद् से मंजूरी प्राप्त ऐसे दैनिक वेतनभोगी कर्मचारियों को भी मिलेगा जो 21 जनवरी 2004 के बाद नियुक्त हुए हों।

दैनिक वेतनभोगी के पक्ष में एक अन्य निर्णय में सामान्य प्रशासन विभाग के 14 और 26 फरवरी 2000 के विरुद्ध न्यायालय आदेश या स्थगन के आधार पर जो दैनिक वेतनभोगी कार्यरत हैं, को भी नियमितीकरण की कार्रवाई में शामिल करना तय किया गया। अब ऐसे दैनिक वेतनभोगी कर्मचारियों को वे जिस पद-संवर्ग में कार्यरत हैं उन्हें रिक्त पद या समकक्ष पद पर नियमित किया जा सकेगा।

 

अस्पतालों में सह-मुख्य अधीक्षक

मंत्री-परिषद् ने शासकीय अस्पतालों में प्रशासनिक व्यवस्था को सुदृढ़ और बेहतर बनाने के लिये सह-मुख्य अधीक्षक सहित 109 पद को मंजूरी दी। वर्तमान में अस्पताल में पदस्थ चिकित्सकों द्वारा ही प्रशासनिक व्यवस्था संबंधी कार्य किया जाता है, जिससे उनका मूल कार्य प्रभावित होता है। इस कमी को दूर करने के लिये यह पद स्वीकृत किया गया है। जिला अस्पतालों की प्रशासनिक व्यवस्था के सुदृढ़ीकरण के उद्देश्य से अस्पताल प्रबंधन संवर्ग स्वीकृत किया गया। संवर्ग में मुख्यालय-स्तर पर महाप्रबंधक का एक, प्रबंधक के चार, उप प्रबंधक के 25 तथा सहायक प्रबंधक के 79 पद स्वीकृत किये गये।

 

17 नये महाविद्यालय

उच्च शिक्षा व्यवस्था का और विस्तार करते हुए मंत्री-परिषद् ने प्रदेश में 17 नये महाविद्यालय शुरू किये जाने को मंजूरी दी। कुछ महाविद्यालयों में नये संकाय शुरू करने की भी स्वीकृति दी गई। नये 17 महाविद्यालय फूप (भिण्ड), कुम्भराज (गुना), बजाग (डिण्डोरी), गुलाबगंज (विदिशा), ताल (रतलाम), शामगढ़ (मंदसौर), गोविंदगढ़ (रीवा), चाँद (छिंदवाड़ा), उमरनाला (मोहखेड़), (छिंदवाड़ा), माकडौन (उज्जैन), मौ (भिण्ड), बाग (धार), सुवासरा (मंदसौर), मल्हारगढ़ (मंदसौर), मोहनबड़ौदिया (शाजापुर), शाहगंज (सीहोर) और सिराली (हरदा) में स्थापित होंगे।

जिन शासकीय महाविद्यालयों में नये संकाय, विषय अथवा स्नातकोत्तर कक्षाएँ शुरू करने की स्वीकृति दी गई हैं, उनमें राजेन्द्र सूरी शासकीय महाविद्यालय धार, शासकीय कन्या महाविद्यालय सिवनी, शासकीय महिला महाविद्यालय दमोह, शासकीय इंदिरा गाँधी महाविद्यालय शहडोल, शासकीय महाविद्यालय गोहद (भिण्ड), शासकीय कन्या महाविद्यालय सीहोर और शासकीय कन्या महाविद्यालय दतिया शामिल हैं। इन महाविद्यालयों के 349 पद स्वीकृत किये गये।

 

तकनीकी शिक्षा एवं कौशल विकास नीति में संशोधन

प्रदेश में प्रतिष्ठित निजी प्रशिक्षण प्रदायकर्त्ता एजेंसियों को आकर्षित करने के लिये मंत्री-परिषद् ने तकनीकी शिक्षा एवं कौशल विकास नीति-2012 में संशोधन को मंजूरी दी। यह संशोधन नीति जारी होने के बाद विभिन्न स्तर पर निजी निवेशकों से चर्चा में आये सुझावों के आधार पर किये गये हैं। उल्लेखनीय है कि मध्यप्रदेश सरकार के दृष्टि-पत्र-2018 में कौशल विकास मिशन के जरिये 6 से 10 लाख युवा को स्वयं के रोजगार स्थापित करने और रोजगार के लिये कौशल प्रशिक्षण देने का लक्ष्य है।

संशोधन के अनुसार आईटीआई स्थापित करने के लिये भवन निर्माण, उपकरण आदि पर किये गये पूँजीगत निवेश पर 3 करोड़ तक का अनुदान देने का प्रावधान किया गया है। साथ ही राज्य शासन द्वारा प्रायोजित 50 सीट के प्रशिक्षण शुल्क की प्रतिपूर्ति का प्रावधान भी किया गया है। साथ ही 5 एकड़ शासकीय भूमि नि:शुल्क देने और प्रशिक्षकों के प्रशिक्षण पर लागत के 50 प्रतिशत की प्रतिपूर्ति की जायेगी। कौशल विकास केन्द्र स्थायी रूप से किराये के भवन में संचालित होंगे।

प्रशिक्षणार्थियों को आवास सुविधा की दृष्टि से शासन द्वारा प्रायोजित छात्रावास में रहने वाले प्रशिक्षणार्थियों के लिये लॉजिंग शुल्क की प्रतिपूर्ति की जायेगी, जो 1000 रुपये प्रतिमाह प्रति प्रशिक्षणार्थी के मान से देय होगी। स्थान पर विशेष की आवश्यकताओं को देखते हुए राज्य शासन द्वारा प्रायोजित प्रशिक्षणार्थियों के लिये छात्रावास निर्माण के लिये कुल लागत का 50 प्रतिशत तक अनुदान उपलब्ध करवाया जायेगा। कौशल विकास केन्द्रों के लिये उपकरणों के क्रय करने की अनुदान सीमा को ढाई लाख रुपये से बढ़ाकर उपकरणों की लागत का 25 प्रतिशत अथवा 10 लाख रुपये, जो भी कम हो, किया गया है। स्किल ट्रेनिंग देने वाले को 50 प्रतिशत प्रशिक्षणार्थियों को रोजगार में नियोजित करने पर 3000 रुपये प्रति प्रशिक्षणार्थी के मान से अतिरिक्त प्रोत्साहन राशि का प्रावधान किया गया है।

 

परिवहन कराधान संशोधन अध्यादेश को मंजूरी

मंत्री-परिषद् ने मोटरयान कराधान अधिनियम के प्रावधानों को सरल और युक्तियुक्त करते हुए मध्यप्रदेश मोटरयान कराधान (संशोधन) अध्यादेश-2014 को मंजूरी दी। संशोधन में पर्यावरण हितैषी वाहनों पर कर की दरों में कमी की गई है। विभिन्न श्रेणी के माल वाहनों के त्रैमासिक कर के स्थान पर जीवन काल कर का विकल्प दिया जा रहा है। इससे उन्हें बार-बार कर जमा करने से मुक्ति मिल सकेगी।

वातानुकूलित और डीलक्स बसों को बढ़ावा देने के लिये उनके कर की दरों में कमी की गई है। बच्चों को शाला ले जाने वाले शैक्षणिक वाहनों के करों में बहुत अधिक कमी कर उसे अब मात्र 12 रुपये प्रति सीट प्रतिवर्ष कर दिया गया है। ग्रामीण परिवहन सेवा में लगे वाहनों के लिये उनके मूल्य के एक प्रतिशत के बराबर कर का प्रावधान किया गया है। इतनी राशि जमा करने पर उन्हें जीवन काल ग्रामीण परिवहन का परमिट प्राप्त होगा। इन संशोधनों से जहाँ कर का भुगतान सरल होगा, वहीं अच्छे यात्री वाहनों को बढ़ावा मिलेगा। माल वाहनों के कर जमा करने के लिये बार-बार कार्यालय नहीं आना पड़ेगा और ग्रामीण अँचलों में परिवहन सेवा को बढ़ावा मिलेगा।

 

सड़कों के संधारण-निर्माण को स्वीकृति

मंत्री-परिषद् ने मध्यप्रदेश रोड डेव्हलपमेंट कार्पोरेशन के माध्यम से 12 राज्य राजमार्ग/मुख्य जिला मार्ग को ओएमटी योजना में संधारित करने की स्वीकृति दी। इन मार्गों में नसरूल्लागंज-कोसमी, सुसनेर-खिलचीपुर, आगर-सारंगपुर, पचोर-शुजालपुर-आष्टा, आष्टा-कन्नौद, बड़गवाँ-बैढ़न, घन्सौर-मण्डला, खलघाट-मनावर, भोपाल-विदिशा, विदिशा-कुरवाई, उदयपुरा-गाडरवारा और बरेली-पिपरिया मार्ग शामिल हैं। इन मार्गों की लम्बाई 552.86 किलोमीटर है। इन मार्गों पर सिर्फ व्यावसायिक वाहनों से टोल वसूला जायेगा।

मंत्रि-परिषद् ने इंदौर-इच्छापुर मार्ग को बीओटी योजना में डामरीकृत सतह के साथ फोर-लेन पेव्हड शोल्डर के रूप में विकसित करने की सहमति दी। मार्ग की आंकलित निर्माण लागत 2258.84 करोड़ तथा लम्बाई 199.43 किलोमीटर है। यह कार्य भी मध्यप्रदेश रोड डेव्हलपमेंट कार्पोरेशन द्वारा किया जायेगा।

मंत्रि-परिषद् ने हटा-फतेहपुर-रजपुरा-सीलापुरी-बाजना-दरगवां मार्ग को बीओटी (टोल एन्यूटी) योजना में निर्मित करने की मंजूरी दी। मार्ग की अनुमानित लागत 76 करोड़ 80 लाख तथा लम्बाई 64.40 किलोमीटर है।

 

अन्य निर्णय

• मंत्री-परिषद् ने इंदौर में खान नदी व्यपवर्तन परियोजना की 90 करोड़ रुपये की प्रशासकीय स्वीकृति एवं निवेश निकासी की अनुमति दी।
• मंत्री-परिषद् ने उप निरीक्षक से निरीक्षक के पद पर पदोन्नति के लिये निर्धारित सेवा अवधि में एक वर्ष की छूट एक बार के लिये देने का निर्णय लिया। सीधी भर्ती के उप निरीक्षक के पद पर पदोन्नति के लिये वर्तमान में सेवा अवधि 8 वर्ष तथा सहायक उप निरीक्षक से पदोन्नति के लिये 5 वर्ष निर्धारित है।
• मंत्री-परिषद् ने जिला अस्पताल विदिशा के 350 बिस्तर वाले नवीन भवन एवं आवासीय भवन तथा जीएनएम ट्रेनिंग सेंटर एवं आवासीय भवन के निर्माण के लिये 96 करोड़ 76 लाख रुपये की प्रशासकीय स्वीकृति दी।
• मंत्री-परिषद् ने नवगठित आगर-मालवा जिले के जिला पंचायत कार्यालय के लिये नवीन पदों की संरचना को स्वीकृति दी।
• मंत्री-परिषद् ने आगर-मालवा जिले में पिछड़ा वर्ग एवं अल्पसंख्यक कल्याण विभाग में 6 पद के निर्माण का निर्णय लिया।
• मंत्री-परिषद् ने उच्च शिक्षा विभाग के 77 महाविद्यालय के 79 छात्रावास के संचालन के लिये होस्टल मेनेजर के 69, भृत्य के 70, स्वीपर के 78 और चौकीदार के 153 पद को मंजूरी दी।
• मंत्री-परिषद् ने शासकीय नवीन महाविद्यालय देवास के लिये 20 शैक्षणिक और 21 अशैक्षणिक पद स्वीकृत किये।
