Pravasi Bharatiya Department to associate maximum NRIs with MP

A cabinet meeting chaired by Chief Minister Shri Shivraj Singh Chouhan here today decided to constitute a Pravasi Bharatiya Department to associate maximum number of NRIs with Madhya Pradesh. With this, number of departments in Madhya Pradesh will go up to 64.
The Department will look after all issues pertaining to NRIs. It will also extend cooperation to them for investing in the state. The department will also collect and disseminate information about NRI students/students of Indian origin in various educational, technical education and cultural institutions. It would also deal with issues pertaining to these students’ scholarship.
The department will also discharge responsibilities of chalking out a marketing and communication strategy to establish a strong link between non-resident Indian communities and Madhya Pradesh, establish vocational and technical education institutions to meet demand of skilled manpower abroad, address issues pertaining to trade, culture, tourism, media and youths, take new initiatives for NRIs in sectors like science & technology, coordinate with Union Ministries for effective implementation of departmental activities, tackle issues pertaining to Friends of Madhya Pradesh & Global Talent Pool and inter-caste, national and international issues concerning NRIs.
It is noteworthy that Chief Minister Shri Shivraj Singh Chouhan has recently taken initiative to establish Global Talent Pool. For this, portal named Friends of MP has also been launched. The department has been constituted in the context of discussions of Chief Minister with NRIs and people of Indian origin during his recent America visit.
Two new tahasils
The cabinet decided to create of 2 new tahasils Avantipur Barodiya and Polai Kalan in Shajapur district. For these, 13 posts each have been sanctioned including one post each of tahasildar and one naib tahasildars.
106 posts
The cabinet created 28 posts as a result of upgradation of District Source Centres of Harda, Sheopur and Umaria to District Institute of Education and Training (DIET) and State Science Institute to Teachers Education College and a total of 78 academic and non-academic posts for new DIETs in Burhanpur and Jhabua.
Rs. 9500 crore security
The cabinet decided to give Rs. 9500 crore free of charge government security to enable Madhya Pradesh State Civil Supplies Corporation Limited to avail loan for procurement of wheat, paddy and coarse cereals under support price decentralized scheme in Madhya Pradesh, public distribution system and other government schemes. The security is for the period between April 1, 2015 and March 31, 2016.
Administrative sanction
The cabinet accorded revised administrative sanction of Rs. 88 crore 57 lakh 45 thousand for Bagharru medium irrigation project in Vidisha district.
Other decisions

The cabinet gave permission to continue services of 35 daily wagers/ contractual/ temporary employees working in Narmada Project under Directorate of Archaeology on the posts mentioned in approved action plan of projects.

The cabinet accorded sanction to revised budget of Rs. 16 crore 56 lakh in place of prescribed budget of Rs. 11 crore 60 lakh prescribed for CII for holding Global Investors Summit 2014.

मुख्यमंत्री श्री शिवराज सिंह चौहान की अध्यक्षता में आज सम्पन्न मंत्रि-परिषद् की बैठक में प्रवासी भारतीयों को मध्यप्रदेश के विकास के साथ-साथ अन्य क्षेत्रों में जोड़ने में सुविधा के लिये प्रवासी भारतीय विभाग के गठन का निर्णय लिया गया। इसके साथ ही प्रदेश में अब 64 विभाग हो जायेंगे। प्रवासी भारतीय विभाग प्रवासी भारतीयों से संबंधित सभी मामले देखेगा। यह उन्हें मध्यप्रदेश में निवेश में भी सहयोग करेगा। प्रवासी भारतीय/भारतीय मूल के विद्यार्थियों को मध्यप्रदेश के विभिन्न शैक्षणिक, तकनीकी शिक्षा और सांस्कृतिक संस्थानों में प्रवेश से संबंधित सूचना एकत्र करने और प्रसारण का काम भी करेगा। इन विद्यार्थियों के लिये छात्रवृत्ति से संबंधित कार्य यह विभाग देखेगा। विदेश में रहने वाले भारतीय समुदाय और मध्यप्रदेश के बीच मजबूत कड़ी स्थापित करने के लिये मार्केटिंग और संचार की रणनीति बनाने, विदेश में कौशल-सम्पन्न जन-शक्ति की आवश्यकता की पूर्ति के लिये व्यावसायिक और तकनीकी प्रशिक्षण देने वाले संस्थानों की स्थापना, व्यापार, संस्कृति, पर्यटन, मीडिया, युवाओं के मामले, स्वास्थ्य शिक्षा, विज्ञान एवं प्रोद्यौगिकी जैसे क्षेत्रों में प्रवासी भारतीयों के लिये नई पहल करने, विभाग के कार्य-कलापों के प्रभावी अमल के लिये केन्द्रीय मंत्रालयों के साथ आवश्यक समन्वय, फ्रेंडस ऑफ मध्यप्रदेश एवं ग्लोबल टेलेण्ट पूल योजना तथा प्रवासी भारतीयों से संबंधित विषयों पर अंतर्राज्यीय, राष्ट्रीय और अंतर्राष्ट्रीय समन्वय का दायित्व भी इस विभाग के पास होगा। उल्लेखनीय है कि हाल ही में मुख्यमंत्री श्री शिवराज सिंह चौहान ने ग्लोबल टेलेण्ट पूल की स्थापना की पहल की है। इसके लिये फ्रेंडस ऑफ एमपी नाम का पोर्टल भी शुरू किया गया है। मुख्यमंत्री की अमेरिका यात्रा के दौरान उनकी वहाँ रहने वाले प्रवासी भारतीयों और भारतीय मूल के लोगों के साथ उनकी चर्चा के परिप्रेक्ष्य में इस विभाग का गठन किया गया है। दो नई तहसील मंत्रि-परिषद् ने शाजापुर जिले में दो नई तहसील अवंतीपुर बड़ोदिया और पोलायकला के सृजन का निर्णय लिया। इसके लिये एक-एक तहसीलदार, एक-एक नायब तहसीलदार सहित 13-13 पद का सृजन करने की स्वीकृति दी गई है। 106 पद मंत्रि-परिषद् ने जिला स्त्रोत केन्द्र हरदा, श्योपुर और उमरिया को जिला शिक्षा एवं प्रशिक्षण संस्थान (डाइट) में उन्नयन तथा राज्य विज्ञान संस्थान, जबलपुर को अध्यापक शिक्षा महाविद्यालय में उन्नयन के फलस्वरूप 28 अकादमिक पद तथा जिला बुरहानपुर और झाबुआ की नवीन डाइट के अकादमिक एवं गैर-अकादमिक के कुल 78 पद स्वीकृत किये। 9500 करोड़ की प्रत्याभूति मंत्रि-परिषद् ने मध्यप्रदेश स्टेट सिविल सप्लाईज कार्पोरेशन लिमिटेड को मध्यप्रदेश में समर्थन मूल्य विकेन्द्रीकृत योजना में गेहूँ, धान और मोटे अनाज के उपार्जन, सार्वजनिक वितरण प्रणाली और अन्य शासकीय योजना के संचालन के लिये ऋण प्राप्त करने के लिये 9500 करोड़ रुपये की नि:शुल्क शासकीय प्रत्याभूति स्वीकृत करने का निर्णय लिया। यह प्रत्याभूति एक अप्रैल, 2015 से 31 मार्च, 2016 तक की अवधि के लिये है। प्रशासकीय स्वीकृति मंत्रि-परिषद् ने विदिशा जिले की बघर्रू मध्यम सिंचाई परियोजना की 88 करोड़ 57 लाख 45 हजार की पुनरीक्षित प्रशासकीय स्वीकृति और निवेश निकासी की अनुमति प्रदान की। अन्य निर्णय
