A cabinet meeting chaired by Chief Minister Shri Shivraj Singh Chouhan here today endorsed a policy that if required, land of private owners for projects of public interest will be acquired through mutual consent.

According to the policy, on requirement of land for infrastructure and development projects of state government’s departments and undertakings, first concerning collector will transfer a suitable land out of available government land to administrative department as per rules. If suitable government land is not available then land can be purchased from private owners through mutual consent for project or a part of it on the application of administrative department/undertaking. Private land will be acquired after paying price to the seller equal to the price calculated at prevailing rates of collector’s guideline and value of immovable assets existing on the land. This amount will be paid in lump sum as rehabilitation grant to the seller. Thus the seller will get amount double the value of land and the immovable assets on it.

The amount payable against land to be acquired for department/undertaking and immovable assets thereon and rehabilitation grant will be borne by concerning administrative department/undertaking. According to the policy, if the project is withdrawn or fails after land acquisition and the land is not required as a result of it, then the land will be surrendered to Revenue Department by concerning administrative department/undertaking. The surrendered land may be allotted by Revenue Department for any other government work or development project.

If a government land allotted on agriculture lease is required by government for any project then concerning collector will examine the need of patta under the policy. The collector will calculate price of land like private land and amount of grant and sanction the same if patta holder surrenders the land willingly.

 

Solar Energy Rooftop Project

For further promoting solar energy in the state, the cabinet decided to launch 5 MW pilot project of Integrated Solar Energy Rooftop Project to be implemented by Madhya Pradesh Central Region Power Distribution Company at Indore, Bhopal and Jabalpur. Developer for the project will be selected on the basis of competitive bidding. For establishment of projects, buildings of government and other government undertakings will be identified and their rooftops will be given on free lease to developer. The project will increase availability of power through renewable sources in the state.

 

Delegation of powers

For providing real single window to facilitate early implementation of investment proposals received by the state government, the cabinet decided to delegate powers and services of Urban Administration and Environment Department to Commerce and Industries Department and agencies under it. Due to it, necessary legal permissions and consents for investment proposals will be provided under one roof. These include building permission, development permission in the context of land selected for industrial project and environment clearance. It will enhance Ease of Doing Business.

 

Defence Production Promotion Investment Policy

The cabinet endorsed state government’s Defence Production Promotion Investment Policy. It was decided to include Gwalior also under it. It is noteworthy that this policy has been framed to provide facilities to the investors investing Rs. 500 crore or more in view of strong possibilities of establishment of joint undertakings/ancillaries/manufacturing units of public sector companies for manufacturing of defence products in Katni, Itarsi and Jabalpur.

Under the policy, units will be provided upto 50 acre government land. Stamp duty will be reimbursed if closed/sick units are purchased to establish defence production units. Each of such units will be provided facility of a separate escort officer. Subsidy will be given on basic infrastructure on raw land. For attracting foreign direct investment, special package will be sanctioned to defence products projects established with immovable share capital of minimum Rs. 500 crore. Subsidies as per rules will be given for income/expenditure on transport of imported materials from seaport to venue of industry.

Besides, defence production units will also be given other subsidy facilities as per eligibility under the provisions of state’s industrial development policy. All kinds of industries including small, medium and major will get these facilities as per eligibility.

 

Film Mary Kom exempted from entertainment tax

The cabinet gave ex-post facto endorsement to exempt Film Mary Kom from entertainment tax from the date of notification on its screening in cinema houses.

 

Financial restructuring of power distribution companies

The cabinet decided to extend period of financial restructuring of power distribution companies for 3 years, which has expired on March 31, 2014. The cabinet directed the power companies to bring down AT&C losses through revenue recoveries, increase collection efficiency and complete remaining works of feeder separation within time-limit. These efforts will provide more effective and quality power supply and services to consumers.

मुख्यमंत्री श्री शिवराज सिंह चौहान की अध्यक्षता में आज संपन्न मंत्रि-परिषद् की बैठक में सार्वजनिक हित की परियोजनाओं के लिये आवश्यक होने पर निजी भूमिधारकों की भूमि आपसी सहमति से क्रय की जायेगी। इसके लिये मंत्रि-परिषद् ने नीति का अनुमोदन किया।

नीति के अनुसार राज्य शासन के विभागों और उपक्रमों की अधोसंरचना और विकास परियोजनाओं के लिये भूमि की आवश्यकता होने पर सबसे पहले कलेक्टर उपलब्ध शासकीय भूमि में से उपयुक्त भूमि प्रशासकीय विभाग को नियमानुसार हस्तांतरित करेंगे। उपयुक्त शासकीय भूमि उपलब्ध न होने पर प्रशासकीय विभाग/उपक्रम के आवेदन पर परियोजना अथवा उसके अंशभाग के लिये निजी भूमिधारकों से आपसी सहमति के आधार पर न्यूनतम आवश्यक भूमि क्रय की जा सकेगी। भूमिधारक की निजी भूमि क्रय किये जाने के दिनांक को कलेक्टर द्वारा जारी की गई गाइडलाइन की तत्समय प्रभावशाली दर के अनुसार संगणित भूमि के मूल्य और भूमि पर स्थित स्थावर परिसम्पत्तियों के मूल्य के बराबर राशि प्रतिफल के रूप में देकर क्रय की जायेगी। उपरोक्त के अलावा प्रतिफल के समतुल्य राशि विक्रेता को एकमुश्त पुनर्वास अनुदान के रूप में दी जायेगी। इस प्रकार विक्रेता को निजी भूमि और उस पर स्थित स्थावर परिसम्पत्तियों के लिए दोगुनी राशि प्राप्त होगी।

विभाग/उपक्रम की परियोजना के लिये क्रय की जाने वाली भूमि उस पर स्थित स्थावर परिसम्पत्तियों के मूल्य और पुनर्वास अनुदान पर देय राशि का वहन संबंधित शासकीय विभाग/उपक्रम द्वारा किया जायेगा। नीति के अनुसार भूमि क्रय के बाद यदि परियोजना वापस ली जाती है या असफल हो जाती है और इसके परिणामस्वरूप भूमि की आवश्यकता नहीं रह जाती है, तो क्रय की गई भूमि संबंधित विभाग/उपक्रम द्वारा राजस्व विभाग को समर्पित कर दी जायेगी। समर्पित भूमि राजस्व विभाग भविष्य में किसी अन्य शासकीय प्रयोजन अथवा विकास परियोजना के लिये आवंटित कर सकेगा।

शासन द्वारा कृषि के लिये पट्टे पर दी गई शासकीय भूमि की किसी परियोजना के लिये आवश्यकता होने पर कलेक्टर इस नीति के अंतर्गत पट्टे की नितांत आवश्यकता का परीक्षण करेंगे। वे स्वत्व की भाँति मूल्य तथा अनुदान की राशि की गणना कर पट्टेदार को उसके द्वारा स्वेच्छा से पट्टा समर्पित करने पर समतुल्य राशि अनुदान के रूप में स्वीकृत कर सकेंगे।

 

सौर ऊर्जा रूफटॉप परियोजना

मंत्रि-परिषद् ने प्रदेश में सौर ऊर्जा को और अधिक बढ़ावा देने के मकसद से मध्यप्रदेश मध्य क्षेत्र विद्युत वितरण कम्पनी द्वारा पायलट प्रोजेक्ट के रूप में 5 मेगावॉट क्षमता की ग्रिड संयोजित सौर ऊर्जा रूफटॉप परियोजना इंदौर, भोपाल और जबलपुर में शुरू किये जाने का निर्णय लिया। परियोजना के लिये विकासक का चयन प्रतिस्पर्धात्मक निविदा के आधार पर किया जायेगा। परियोजना की स्थापना के लिये राज्य शासन और अन्य शासकीय उपक्रमों के भवनों को चिन्हित कर उनकी छतें विकासक को नि:शुल्क लीज पर दी जायेंगी। परियोजना की स्थापना से प्रदेश में नवकरणीय ऊर्जा स्त्रोतों से विद्युत की उपलब्धता बढ़ेगी।

 

अधिकार प्रत्यायोजन

प्रदेश में प्राप्त निवेश प्रस्तावों के तेजी से क्रियान्वयन के लिये सही मायने में सिंगल विंडो उपलब्ध करवाने के उद्देश्य से मंत्रि-परिषद् ने नगरीय विकास एवं पर्यावरण के अधिकारों तथा सेवाओं का प्रत्यायोजन उद्योग और रोजगार विभाग की अधीनस्थ एजेंसियों को करने का निर्णय लिया। इससे निवेश प्रस्तावों के लिये आवश्यक वैधानिक अनुमतियाँ और सम्मतियाँ एक ही जगह पर मिल सकेंगी। इन सुविधाओं में भवन निर्माण की अनुमति, औद्योगिक परियोजना के लिये चयनित भूमि के परिप्रेक्ष्य में विकास अनुज्ञा एवं पर्यावरण संबंधी स्वीकृति शामिल हैं। इससे ईज ऑफ डूइंग बिजनेस यानि कारोबार में सुगमता बढ़ सकेगी।

 

रक्षा संयंत्र उत्पाद नीति

मंत्रि-परिषद् ने राज्य सरकार द्वारा तैयार की गई रक्षा संयंत्र उत्पाद निवेश नीति का अनुमोदन किया। इसमें ग्वालियर को भी शामिल करने का फैसला किया गया। उल्लेखनीय है कि कटनी, इटारसी और जबलपुर में स्थित रक्षा उत्पाद निर्माता सरकारी क्षेत्र के सार्वजनिक कम्पनी के संयुक्त उपक्रम/सहायक/विनिर्माण इकाइयों की स्थापना की प्रबल संभावनाओं को देखते हुए इस क्षेत्र को प्रोत्साहन देने के लिये 500 करोड़ या अधिक निवेश करने वाली रक्षा निर्माण उत्पाद इकाइयों को सुविधा देने के लिये यह नीति बनाई गई है।

नीति में इकाइयों को 50 एकड़ तक शासकीय अविकसित भूमि उपलब्ध करवायी जायेगी। बंद/बीमार इकाइयों का क्रय कर रक्षा उत्पाद निर्माण इकाइयाँ स्थापित करने पर स्टाम्प ड्यूटी की प्रतिपूर्ति की जायेगी। इकाई विशेष के लिये पृथक एस्कार्ट ऑफिसर की सुविधा दी जायेगी। अविकसित भूमि पर मूलभूत अधोसंरचना पर अनुदान दिया जायेगा। रक्षा उत्पादन क्षेत्र में प्रत्यक्ष विदेशी पूँजी निवेश को आकर्षित करने के लिये न्यूनतम 500 करोड़ स्थाई पूँजी निवेश करने वाली रक्षा उत्पाद परियोजनाओं को विशेष पेकेज स्वीकृत किया जायेगा। आयतित सामग्री के बंदरगाह से उद्योग स्थल पर परिवहन के आय-व्यय पर नियम अनुसार अनुदान दिया जायेगा।

इसके अलावा प्रदेश की उद्योग संवर्धन नीति के प्रावधानों के अनुसार भी पात्रता अनुसार अन्य अनुदान सुविधाएँ रक्षा उत्पाद निर्माता इकाइयों को मिलेंगी। लघु, मध्यम और वृहद सभी श्रेणी के उद्योगों को यह सुविधाएँ पात्रता अनुसार मिलेंगी।

 

 मेरी कॉम फिल्म मनोरंजन कर मुक्त

मंत्रि-परिषद् ने संजय लीला भंसाली द्वारा निर्मित फिल्म 'मेरी कॉम' के सिनेमाघरों में प्रदर्शन पर अधिसूचना के प्रकाशन की तारीख से मनोरंजन कर के भुगतान से छूट देने के लिये जारी की गई अधिसूचना का कार्योत्तर अनुमोदन किया।

 

विद्युत कम्पनियों की वित्तीय पुनर्संरचना

मंत्रि-परिषद् ने विद्युत वितरण कम्पनियों के लिये लागू वित्तीय पुनर्संरचना की अवधि 3 वर्ष बढ़ाने का निर्णय लिया। यह अवधि 31 मार्च, 2014 को समाप्त हो गई है। मंत्रि-परिषद् ने विद्युत कम्पनियों द्वारा राजस्व प्राप्तियों में वृद्धि, ए टी एंड सी हानियों के स्तर में कमी लाने, कलेक्शन दक्षता बढ़ाने और फीडर विभक्तिकरण के शेष कार्य को निर्धारित समयावधि में पूरा करने के निर्देश कम्पनियों को दिये। इससे विद्युत उपभोक्ता सेवाएँ बेहतर बनेंगी और गुणवत्तापूर्ण बिजली आपूर्ति सुनिश्चित की जा सकेगी।
