Special coaching scheme for players selected for Olympics approved, Post of finance advisor in 10 departments

In the series of unprecedented initiatives taken by Madhya Pradesh government for promoting sports sector, a cabinet meeting chaired by Chief Minister Shri Shivraj Singh Chouhan today decided to declare Malkhamb as State Sport. It was also decided to start a new scheme called Mission Olympics-2020 for special coaching to state’s players selected to represent the country in Olympics-2020.
Malkhamb
Malkhamb is the most ancient sport of India, which is recognised by the Union Government. Its technique is traditional and many sports techniques have been derived from it. Malkhamb players are capable to excel in any game. This is only sport which ensures exercise of every part of body in minimum time. Malkhamb players can specially excel in wrestling, gymnastics, pole vault and other sports. Decision to declare Malkhamb as State Sport has been taken in view of all these factors.
Mission Olympic-2020 scheme
The cabinet approved scheme called Mission Olympics-2020 to coach state’s players selected to represent the country in Olympics-2020. The scheme was announced by Chief Minister Shri Shivraj Singh Chouhan at Yuva Panchayat on January 16, 2013. Martial arts, water sports and shooting have been selected for the Olympics. Under scheme, talented players selected at minimum 9 years of age will be coached. Services of players of international repute will be availed for each sport. Final selection of 4 male and 4 female players will be made in every sport (6 players each for shooting). Total 76 players will be imparted coaching. The selected players will be trained for two months a year during anyone of the two years of training in selected foreign coaching institutions. They will also be sent to selected coaching institutions in the country for one month for high-level coaching.
New posts of fitness trainer, psychologist, physiotherapist and massager have also been sanctioned. Rs. 28 crore 87 lakh is estimated to be spent on the scheme during 12th Five-Year Plan (year 2013-14 to 2016-17).
On the recommendations of Project Training Committee, the cabinet decided to continue 6 schemes of Sports & Youth Welfare Department during 12th Five-Year Plan also. These include sportspersons’ promotion, grants to youth talents, stadium and sports infrastructure, establishment of sports academies, running of sports academies and Panchayat Yuva Sports Campaign-PYYKA. A sum of Rs. 488 crore 20 is estimated to be spent on the schemes.
Financial advisors for 10 departments
The cabinet decided to introduce financial advisor system at the government level in 10 departments. For this system, 10 posts of Additional Secretary level financial advisors will be created in Mantralaya. These posts will be filled up by availing services of officers of the rank of Madhya Pradesh Finance Service officers or Additional Secretary rank of officers of All-India Services on deputation. These departments are Urban Administration & Development, School Education, Rural Development, Public Health & Family Welfare, Women & Child Development, Forest, Home, Water Resources, Public Works and Energy departments.
MoU with IFC endorsed
The cabinet endorsed an MoU signed between International Finance Corporation (IFC) and the State Government on March 11, 2013. Corporation is an institution of the International World Bank Group, which has offered technical and financial cooperation to the State Government for developing projects under PPP mode.
The IFC has presented proposal of joint programme worth $ 1.50 million of which $ 0.75 million will be spent by it and remaining $ 0.75 million by the State Government. The MoU was signed between IFC and the State Government on March 11, 2013. A Programme Steering Committee headed by the Principal Secretary Finance will be constituted for running the programme. A meeting chaired by the Chief Secretary will review progress of the programme annually.
Other decisions
The cabinet sanctioned Rs. 83 crore 50 lakh to continue Mineral Resources Development Department’s “Minerals Survey and Mapping Scheme” in the 12th Five-Year Plan also. Through the scheme, work of mining concessions pertaining to mine administration, revenue fixation and collection is carried out.
The cabinet decided to increase the number of deputation posts of Chief Engineers in the Public Works Department from 3 to 7.
The cabinet accorded sanction for construction of Vikas Bhavan-cum-e Governance Centre to house offices of Development Commissioner, Panchayat Raj Commissioner, State Employment Guarantee Council Commissioner, CEP Madhya Pradesh Road Development Corporation, Director DPIP, Director NRLM, Director Rural Employment, Director Rajiv Gandhi Watershed Mission, Director MDM, Director TMC, Chief Engineer Rural Engineering Service etc. under the Panchayats & Rural Development Department in the same building. For this, Rs. 53 crore 38 lakh has been sanctioned.

मुख्यमंत्री श्री शिवराज सिंह चौहान की अध्यक्षता में मंत्रि-परिषद् की बैठक में खेल के क्षेत्र में बढ़ावा देने के लिए मध्यप्रदेश सरकार द्वारा किए जा रहे अभूतपूर्व प्रयासों की कड़ी में मलखम्ब को राज्य खेल घोषित करने का निर्णय लिया गया। साथ ही ओलम्पिक्स गेम्स 2020 में प्रदेश के खिलाड़ियों द्वारा देश का प्रतिनिधित्व करने के लिए चयनित खिलाड़ियों को प्रशिक्षण देने की मिशन ओलम्पिक-2020 नामक नवीन योजना शुरू करने का निर्णय लिया गया।
मलखम्ब
मलखम्ब भारत की प्राचीनतम खेल विधा है जिसे भारत सरकार से मान्यता प्राप्त है। इसकी तकनीक पराम्परागत है और इससे अनेक आधुनिक खेल विधाओं का विकास हुआ है। मलखम्ब खिलाड़ी किसी भी खेल के लिए उपयुक्त एवं दक्ष होते हैं। कम से कम समय में शरीर के प्रत्येक अंग को व्यायाम देने वाला यह विश्व का एकमात्र खेल है। कुश्ती, जिमनास्टिक, पोल वाल्ट आदि खेलों में मलखम्ब खिलाड़ी विशेष दक्षता प्राप्त कर सकते हैं। इन्हीं सब विशेषताओं को ध्यान में रखते हुए मलखम्ब ‘राज्य खेल’ घोषित करने का निर्णय लिया गया है।
मिशन ओलम्पिक-2020 योजना
मंत्रि-परिषद् ने प्रदेश में ओलम्पिक गेम्स-2020 में प्रदेश के खिलाड़ियों द्वारा देश का प्रतिनिधित्व करने के लिए चयनित खिलाड़ियों को विशेष प्रशिक्षण के उद्देश्य से मिशन ओलम्पिक-2020 नामक नवीन योजना को मंजूरी दी। इस योजना की घोषणा मुख्यमंत्री श्री शिवराज सिंह चौहान ने 16 जनवरी 2013 को युवा पंचायत में की थी। मिशन ओलम्पिक के
लिए मार्शल आर्ट, वाटर स्पोटर्स एवं शूटिंग का चयन किया गया है। योजना में न्यूनतम 9 वर्ष की उम्र से चयनित प्रतिभावान खिलाड़ियों को विशेष प्रशिक्षण दिया जायेगा। प्रत्येक खेल के लिए अंतर्राष्ट्रीय ख्याति प्राप्त प्रशिक्षकों की सेवा ली जायेगी। प्रत्येक खेल के लिए 4 पुरुष एवं 4 महिला खिलाड़ी (शूटिंग के लिए 6-6 खिलाड़ी) का अंतिम चयन किया जायेगा। कुल 76 खिलाड़ी को विशेष प्रशिक्षण दिया जायेगा। चयनित खिलाड़ियों को चिन्हित विदेशी प्रशिक्षण संस्थानों में दो वर्ष में से किसी एक वर्ष में दो माह के लिए तथा देश में चिन्हित प्रशिक्षण संस्थानों में प्रत्येक वर्ष एक माह के उच्च स्तरीय प्रशिक्षण के लिए भेजा जायेगा।
योजना के क्रियान्वयन के लिए फिटनेस ट्रेनर, साइक्लॉजिस्ट, फिजियोथेरेपिस्ट और मसाजर के नये पद भी सृजित किए जायेंगे। बारहवीं पंचवर्षीय योजना (वर्ष 2013-14 से 2016-17) में इस योजना पर 28 करोड़ 87 लाख रुपये का व्यय अनुमानित है।
मंत्रि-परिषद् ने परियोजना प्रशिक्षण समिति की अनुशंसाओं के आधार पर खेल एवं युवा कल्याण विभाग द्वारा 11वीं पंचवर्षीय योजना में संचालित 6 योजना को 12वीं पंचवर्षीय योजना में निरंतर किये जाने का निर्णय लिया। इनमें खिलाड़ियों को प्रोत्साहन, युवा संधि को अनुदान, स्टेडियम एवं खेल अधोसंरचना, खेल अकादमियों की स्थापना, खेल अकादमियों का संचालन तथा पंचायत युवा क्रीड़ा और खेल अभियान-पायका शामिल हैं। इन पर प्रस्तावित व्यय 488 करोड़ 20 लाख रुपये है।
10 विभाग के लिए वित्तीय सलाहकार
मंत्रि-परिषद् ने 10 विभाग में शासन स्तर पर वित्तीय सलाहकार प्रणाली लागू करने का निर्णय लिया। इस व्यवस्था के लिए वित्तीय सलाहकार के अपर सचिव स्तर के 10 पद मंत्रालय में निर्मित किए जायेंगे। इन पदों की पूर्ति मध्यप्रदेश वित्त सेवा के समकक्ष अधिकारियों से अथवा अखिल भारतीय सेवा के अपर सचिव स्तर के अधिकारियों की प्रतिनियुक्ति पर पद-स्थापना कर की जायेगी। जिन विभागों के लिए यह व्यवस्था लागू करने का निर्णय लिया गया है उनमें नगरीय प्रशासन एवं विकास, स्कूल शिक्षा, ग्रामीण विकास, लोक स्वास्थ्य एवं परिवार कल्याण, महिला-बाल विकास, वन, गृह, जल संसाधन, लोक निर्माण तथा ऊर्जा विभाग शामिल हैं।
आई.एफ.सी. के साथ एमओयू को अनुसमर्थन
मंत्रि-परिषद् ने इंटरनेशनल फायनेंस कार्पोरेशन (आई.एफ.सी.) और राज्य शासन के बीच 11 मार्च 2013 को निष्पादित एमओयू का अनुसमर्थन किया। कार्पोरेशन विश्व बैंक समूह की एक संस्था है, जिसमें राज्य शासन के समक्ष प्रदेश में जन-निजी-भागीदारी के क्षेत्र में परियोजनाएँ विकसित करने के लिए तकनीकी एवं वित्तीय सहायोग का प्रस्ताव दिया है।
आई.एफ.सी. द्वारा कुल 1.50 मिलियन डॉलर के संयुक्त कार्यक्रम का प्रस्ताव दिया गया है, जिसमें से 0.75 मिलियन डॉलर उसके द्वारा और 0.75 मिलियन डॉलर राज्य शासन द्वारा अपने संसाधनों से व्यय किया जायेगा। आई.एफ.सी. और राज्य शासन के बीच 11 मार्च 2013 को एमओयू किया गया। एमओयू की अवधि 3 वर्ष होगी। जरूरत होने पर दोनों पक्षों की सहमति से इसे बढ़ा दिया जायेगा। कार्यक्रम के संचालन के लिए प्रमुख सचिव वित्त की अध्यक्षता में प्रोग्राम स्टीयरिंग कमेटी गठित की जायेगी। मुख्य सचिव की अध्यक्षता में इस कार्यक्रम की प्रगति की वार्षिक समीक्षा होगी।
अन्य निर्णय
मंत्रि-परिषद् ने खनिज संसाधन विभाग की ‘खनिजों का सर्वेक्षण एवं मानचित्रीकरण’ योजना को 12वीं पंचवर्षीय योजना में जारी रखने तथा इसके लिए प्रस्तावित किए गए 83 करोड़ 50 लाख रुपये का अनुमोदन किया। योजना के जरिये खनिज प्रशासन से संबंधित खनि रियायत, राजस्व निर्धारण तथा राजस्व संग्रहण का कार्य किया जाता है।
मंत्रि-परिषद् ने लोक निर्माण विभाग में मुख्य अभियंता के प्रतिनियुक्ति-रक्षित पदों की संख्या 3 से बढ़ाकर 7 किए जाने का निर्णय लिया।
मंत्रि-परिषद् ने पंचायत एवं ग्रामीण विकास विभाग के अधीन विकास आयुक्त कार्यालय, आयुक्त पंचायत राज, आयुक्त राज्य रोजगार गारंटी परिषद, मुख्य कार्यपालन अधिकारी मध्यप्रदेश ग्रामीण सड़क विकास प्राधिकरण, संचालक डीपीआईपी, संचालक एनआरएलएम, संचालक ग्रामीण रोजगार, संचालक राजीव गांधी जल ग्रहण मिशन, संचालक एमडीएम, संचालक टीएमसी तथा मुख्य अभियंता ग्रामीण यांत्रिकी सेवा आदि के कार्यालयों को एक ही भवन में संचालित करने के उद्देश्य से विकास भवन सह ई-गवर्नेंस सेंटर के निर्माण की स्वीकृति दी। इसके लिए 53 करोड़ 38 लाख रुपये मंजूर किए गए।
