मुख्यमंत्री फसल ऋण माफी योजना में 31 मार्च 2018 तक के ऋण माफ होंगे और 12 दिसंबर तक ऋण पटाने वाले किसान लाभांवित होंगे

मुख्यमंत्री श्री कमलनाथ की अध्यक्षता में आज हुईमंत्रि-परिषद की बैठक में मुख्यमंत्री फसल ऋण माफी योजना के तहत किसानों के 2 लाख रूपये तक के ऋण माफ करने का निर्णय लिया गया। योजना में 31 मार्च 2018 तक के ऋण माफ होंगे और 12 दिसम्बर 2018 तक ऋण पटाने वाले किसान लाभांवित होंगे। एक अप्रैल 2007 को अथवा उसके बाद ऋण प्रदाता संस्था से लिये गये फसल ऋण को इसमें शामिल किया गया है। योजना में सहकारी बैंक, क्षेत्रीय ग्रामीण बैंक तथा राष्ट्रीयकृत बैंक से फसल ऋण प्राप्त करने वाले किसानों को अधिकतम 2 लाख की सीमा तक योजना पात्रतानुसार लाभ देने का निर्णय लिया गया।

ऐसे किसान जिन पर 31 मार्च, 2018 की स्थिति में रेगुलर आउट-स्टेंडिंग लोन और एनपीए/कालातीत लोन था तथा जिन किसानों ने दिनांक 12 दिसम्बर, 2018 तक पूर्णत: अथवा आंशिक रूप से कृषि ऋण पटा दिया है, उन्हें भी योजना का लाभ दिया जायेगा। प्राथमिक कृषि साख समितियों द्वारा दिये गये अल्पकालीन फसल ऋण भी योजना में शामिल रहेंगे। योजना के दायरे में भूतपूर्व सैनिक शामिल रहेंगे। योजना का लाभ लगभग 55 लाख कृषकों को मिलेगा। इसमें लघु और सीमांत 37 लाख कृषकों को प्राथमिकता से ऋण माफी का लाभ मिलेगा।

प्रत्येक विकासखंड में मुख्य कार्यपालन अधिकारी जनपद पंचायत योजना के क्रियान्वयन के लिये जिम्मेदार होंगे। सूची के प्रकाशन के बाद आधार कार्ड सीडेड सूची (हरी सूची) के किसानों से हरे रंग के आवेदन-पत्र तथा गैर आधार कार्ड सीडेड सूची (सफेद सूची) के किसानों से सफेद रंग के आवेदन-पत्र ग्राम पंचायत में सूची चस्पां होने के बाद ग्राम पंचायत कार्यालय में ऑफ लाइन प्राप्त किये जायेंगे। दोनों सूची में शामिल नहीं होने वाले किसान गुलाबी रंग के आवेदन-पत्र में आवेदन कर सकेंगे। तीनों किस्म के आवेदन-पत्र की जानकारी 26 जनवरी 2019 को ग्राम सभा की बैठक में दी जायेगी।

क्रियान्वयन संबंधी सुझावों और दिक्कतों के निराकरण पर मंत्रि-परिषद समिति निर्णय लेगी

मुख्यमंत्री फसल ऋण माफी योजना के क्रियान्वयन के बारे में प्राप्त होने वाले सुझावों और क्रियान्वयन प्रक्रिया में आने वाली दिक्कतों के निराकरण के लिये मंत्रि-परिषद की समिति निर्णय लेगी। समिति मुख्य रूप से छूटे हुए किसानों से संबंधित निर्णय लेगी।

किसानों को 22 फरवरी 2019 से उत्साह पूर्वक कार्यक्रम कर 'ऋणमुक्ति प्रमाण-पत्र' और किसान सम्मान-पत्र दिये जायेंगे। ऐसे किसान जिन्होंने 31 मार्च 2018 को बकाया ऋण को पूर्णत: अथवा आंशिक रूप से दिनांक 12 दिसंबर 2018 तक पटा दिया है, उन्होंने योजना में लाभ प्रदान करने के अतिरिक्त 'किसान सम्मान-पत्र' से सम्मानित किया जायेगा।

कन्या विवाह की राशि बढ़ाकर 51 हजार रूपये करने का निर्णय

मंत्री-परिषद ने मुख्यमंत्री कन्या विवाह/निकाह योजना अन्तर्गत दी जाने वाली राशि को 28 हजार से बढाकर 51 हजार रूपये करने का निर्णय लिया। इस राशि में से सामूहिक विवाह कार्यक्रम के आयोजन के लिये अधिकृत निकायों को 3 हजार रूपये प्रति कन्या के मान से और शेष राशि 48 हजार कन्या के बचत बैंक खाते में जमा करवाई जाएगी। आदिवासी अंचलों में जनजातियों में प्रचलित विवाह प्रथा के तहत होने वाले एकल या सामूहिक विवाह को भी कन्या विवाह सहायता की राशि दी जाएगी।

ग्वालियर मेले में यानों पर जीवन काल कर में 50 प्रतिशत छूट

मंत्री-परिषद ने ग्वालियर व्यापार मेला वर्ष 2018-19 में मध्यप्रदेश में पंजीकृत गैर परिवहन यानों तथा छोटे परिवहन यानों को, मेला अवधि के दौरान विक्रय पर जीवन काल कर में 50 प्रतिशत की छूट सशर्त देने का निर्णय लिया।

In a meeting of the Cabinet chaired by Chief Minister Shri Kamal Nath, the decision was taken to waive off loan up to Rs. 2 lakh taken by farmers under the Chief Minister's Crop Loan Waiver Scheme. Under the scheme, the loans till March 31, 2018 will be waived off and farmers who have repaid loans till December 12, 2018 will be benefitted. The crop loan taken from the loan providing organisations on or after April 1, 2007 has been included in the scheme. Decision was taken to provide benefit to farmers who have taken maximum loan up to Rs 2 lakh limit as per eligibility under the scheme from Cooperative Banks, Regional Rural Banks and Nationalised Banks.

The farmers who had regular outstanding loan and NPA / time-barred loan as on 31st March, 2018 and the farmers who have fully or partially repaid their loan till December 12, 2018 will also benefit from the scheme. The short-term crop loan given by primary agricultural credit societies are also be included in the scheme. Ex-servicemen are also included in the scheme. About 55 lakh farmers will get benefit of the scheme. In this, 37 lakh small and marginal farmers will get the benefit of priority in loan waiver.

The Chief Executive Officer has been made responsible for the implementation of the Janpad Panchayat Yojana in each block. After the publication of the list, green-coloured applications of the farmers of Aadhar Card Seeded List (Green List) and white-coloured applications from the non-Aadhar card Seeded list (White List) will be received offline in the Panchayat office after the list is pasted in the gram panchayat. Farmers who are not included in both the lists will be able to apply in the pink application form. The information of all the three types of applications will be given in the meeting of the Gram Sabha on January 26, 2019.

Cabinet committee to decide on implementation of suggestions and redressal of grievances

The Cabinet committee will take decisions on the suggestions in connection with the implementaion of the crop loan waiver scheme and on the redressal of the problems that may arise in the implementation process.The committee will mainly take decisions on the farmers left out in the process.

“Loan waiver certificates” and letters of appreciation will be given away to the farmers in a programme to be organised on February 22, 2019. Farmers who have paid their outstanding loan fully by December 12, 2018 and partially on March 31, 2018 will be awarded 'Kisan Samman Patra” in addition to benefit of the scheme.

 

 

Decision taken to hike Kanya Vivah amount to Rs. 51 thousand

The Cabinet has decided to increase the amount given under the Mukhya Mantri Kanya Vivah/NikahYojana from Rs. 28 thousand to Rs. 51 thousand. Out of this amount, Rs. 3 thousand per girl will be given to the authorized bodies to organize mass marriage programmes and the remaining amount of Rs. 48 thousand will be deposited in the savings bank account of the girls. Kanya Vivah assistance amount will be given to single or mass marriages organized under the prevalent system of marriage in the tribes in tribal areas.

50 percent discount on Lifetime Tax on vehicles in Gwalior Fair

The Cabinet decided to allow 50 percent conditional discount in the lifetime tax on sale during the fair period to non- transport vehicles and small transport vehicles registered in Madhya Pradesh during the Gwalior Trade Fair 2018-19.
