Limit of annual purchase tax on wheat and paddy now Rs. 300 crore

A cabinet meeting chaired by Chief Minister Shri Shivraj Singh Chouhan here today decided to enhance limit of annual purchase tax on wheat and paddy from Rs. 10 crore to Rs. 300 crore. This will increase businessmen’s interest in purchasing wheat and paddy from farmers in the markets in the state.
The cabinet also decided to sanction security of Rs. 17 thousand crore for 2 years to procure wheat on support price from farmers. This credit limit has been sanctioned to Madhya Pradesh State Civil Supplies Corporation for procurement of wheat during Rabi marketing year 2015. It is noteworthy that wheat procurement in the state will begin from March 25. The state government has made this arrangement to ensure that farmers get timely payments against wheat procured from them.
4-tier pay scale for doctors
The cabinet decided to approve 4-tier pay scale for doctors of various cadres. These will include leprosy officers grade-1 and grade-2 officers, district vaccination officers, district health officers, superintendents, officers of TB hospitals’ cadres, who were originally appointed on the post of medical officer. Similarly, benefit of 4-tier pay scale will also be given to officers promoted from special cadre to post of Chief Medical and Health Officer with effect from August 26, 2008.
Amendment in Gazetted Services Recruitment Rules, 2007
For making government services lucrative for doctors, the cabinet amended Public Health & Family Welfare Department Gazetted Services Recruitment Rules, 2007 for advance pay increment and promotion to posts of specialist. According to it, now qualifying period for promotion to post of specialist will be 3 years instead of 5 years and PG Diploma 5 years instead of 7 years. At the time of appointment, 2 advance increments will also be given to post-graduate doctors selected for PG Diploma through Public Service Commission after January 1, 2014. It has been decided to post PG doctors at community health centres or higher institutions.
Other decisions
The cabinet decided to exempt International Center for Agricultural Research in the Dry Area (ICARDA) from prices of moveable-immoveable property of Amlaha agriculture farm in Sehore. The state government has already allotted 70.99 hectare land owned by it in Amlaha farm on the proposal of Union Ministry of Agriculture to Central Institute of Agriculture Research and Studies and Indian Council of Agriculture Research.
The cabinet decided to carve new tahasil Piprai in Ashok Nagar district. The new tahasil will comprise 39 Patwari circles and 106 villages. It was decided to create 13 posts including those of tahsildar and naib tahsidar for smooth functioning of tahasil.
Amending redensification scheme on 30.06 hectares at Thatipur in Gwalior, the cabinet decided to appoint Madhya Pradesh Housing and Infrastructure Development Board as its nodal agency.
The cabinet decided to make available Rs. 41 crore for establishment of engineering college at Shahdol. The amount will be provided by Professional Exam Board to Rajiv Gandhi Proudyogiki Vishwavidyalaya.

मुख्यमंत्री श्री शिवराजसिंह चौहान की अध्यक्षता में राज्य मंत्री-परिषद की बैठक में आज गेहूँ और धान पर वार्षिक क्रय कर की सीमा 10 करोड़ से बढ़ाकर 300 करोड़ रुपये करने का निर्णय लिया है। इससे प्रदेश में निजी व्यापरियों द्वारा बाजार में कृषकों से गेहूँ और धान खरीदने में रूचि बढ़ेगी। मंत्री-परिषद ने प्रदेश के किसानों से समर्थन मूल्य पर गेहूँ खरीदी के लिए राज्य शासन ने दो वर्ष के लिये 17 हजार करोड़ की नि:शुल्क प्रत्याभूति मंजूर करने का निर्णय भी लिया। मध्यप्रदेश स्टेट सिविल सप्लाई कार्पोरेशन को रबी विपणन वर्ष-2015 में गेहूँ खरीदी के लिए यह साख सीमा स्वीकृत की गई है। उल्लेखनीय है कि राज्य में आगामी 25 मार्च से गेहूँ की खरीदी की जाना है। किसानों को बिना बाधा के बेचे गए गेहूँ पर राशि का भुगतान समय पर मिल जाए इस दृष्टि से राज्य शासन द्वारा यह व्यवस्था की गयी है। चिकित्सकों के लिए चार स्तरीय वेतनमान मंत्री-परिषद ने विभिन्न संवर्ग के चिकित्सकों के लिए चार-स्तरीय वेतनमान स्वीकृत करने का निर्णय लिया। इनमें कुष्ठ अधिकारी ग्रेड-1 और ग्रेड-2, जिला टीकाकारण अधिकारी, जिला स्वास्थ्य अधिकारी, अधीक्षक, क्षय रोग चिकित्सालय संवर्गों के अधिकारी जिनकी मूल नियुक्ति चिकित्सा अधिकारी के पद पर की गई थी, शामिल रहेंगे। इसी तरह संयुक्त संचालक और मुख्य चिकित्सा एवं स्वास्थ्य अधिकारी के पदों पर विशेषज्ञ संवर्ग से पदोन्नत अधिकारी को विशेषज्ञ संवर्ग में पदोन्नति/नियुक्ति की दिनांक से चार-स्तरीय वेतनमान का लाभ दिया जायेगा। यह व्यवस्था 26 अगस्त 2008 से प्रभावशील होगी। राजपत्रित सेवा भर्ती नियम, 2007 में संशोधन मंत्री-परिषद ने स्नातकोत्तर चिकित्सकों के लिए शासकीय सेवा आकर्षक बनाने की दृष्टि से अग्रिम वेतन वृद्धि और विशेषज्ञ के पद पर पदोन्नति के लिए लोक स्वास्थ्य एवं परिवार कल्याण विभाग राजपत्रित सेवा भर्ती नियम, 2007 में संशोधन किया। इसके अनुसार अब विशेषज्ञ के पद पर पदोन्नति की अर्हता उपाधि के लिए 5 वर्ष के स्थान पर 3 वर्ष और पत्रोपाधि के लिए 7 वर्ष के स्थान पर 5 वर्ष करने का निर्णय लिया है। एक जनवरी 2014 के बाद आयोजित चयन प्रक्रिया से लोक सेवा आयोग से चयनित स्नातकोत्तर चिकित्सकों को स्नातकोत्तर उपाधि के लिए तीन एवं स्नातकोत्तर पत्रोपाधि के लिए दो अग्रिम वेतनवृद्धियाँ भी नियुक्ति के समय मिलेंगी। पी जी डॉक्टर्स की पदस्थापना सामुदायिक स्वास्थ्य केंद्र और उच्चतर संस्थाओं में करने का निर्णय लिया गया है। अन्य निर्णय मंत्री-परिषद ने सीहोर जिले के अमलाहा कृषि फार्म की चल-अचल संपत्ति की कीमत से अंतर्राष्ट्रीय शुष्क क्षेत्र अनुसंधान इकारडा को मुक्त करने का निर्णय लिया है। भारत सरकार कृषि अनुसंधान एवं शिक्षा और भारतीय कृषि अनुसंधान परिषद कृषि मंत्रालय के प्रस्ताव पर संस्थान को अमलाहा फार्म की राज्य शासन के स्वामित्व की 70.99 हेक्टेयर भूमि पूर्व में आवंटित की जा चुकी है। मंत्री-परिषद ने अशोक नगर जिले में नवीन तहसील पिपरई बनाने का निर्णय लिया है। नवसृजित तहसील में 39 पटवारी हलके और 106 ग्राम शामिल रहेंगे। तहसील के सुचारू संचालन के लिए तहसीलदार और नायब तहसीलदार सहित कुल 13 पद सृजित करने का निर्णय लिया गया है। मंत्री-परिषद ने ग्वालियर स्थित थाटीपुर की 30.06 हेक्टेयर भूमि पर पुर्नघनत्वीकरण योजना को संशोधित करते हुए योजना के क्रियान्वयन के लिए मध्यप्रदेश गृह निर्माण एवं अधोसंरचना विकास मंडल को नोडल एजेंसी नियुक्त करने का निर्णय लिया है। मंत्री-परिषद ने शहडोल में इंजीनियरिंग महाविद्यालय की स्थापना के लिए 41 करोड़ की राशि उपलब्ध करवाने का निर्णय लिया है। यह राशि व्यापम द्वारा राजीव गांधी प्रौद्योगिकी विश्वविद्यालय को दी जाएगी। |
