प्रधानमंत्री श्री नरेन्द्र मोदी की अध्यक्षता में केंद्रीय मंत्रिमंडल ने भारत सरकार के इलेक्ट्रॉनिकी और सूचना प्रौद्योगिकी मंत्रालय के अंतर्गत भास्कराचार्य अंतरिक्ष अनुप्रयोग और भूसूचना संस्थान, (बीआईएसएजी) गुजरात को भास्कराचार्य राष्ट्रीय अंतरिक्ष अनुप्रयोग और भूसूचना संस्थान (बीआईएसएजी(एन) के रूप में उन्नयन को अपनी स्वीकृति दे दी है।

1. बीआईएसएजी में वर्तमान में कार्यरत कुशल कर्मियों की सेवा दक्षता और नवीनता को बनाए रखना ताकि वे जैसे हैं और जहाँ हैं के आधार पर, राष्ट्रीय स्तर के संस्थान में शामिल हो सके।

2. गतिविधियों के विस्तारित दायरे को कार्यान्वित करने की सुविधा प्रदान करना।

3. गतिविधियों के विस्तारित दायरे के कार्यान्वयन और जीआई परियोजनाओं का कुशलता के साथ शुभारंभ करना।

4. गतिविधियों के विस्तारित दायरे, सहायता, अनुसंधान और विकास एवं प्रौद्योगिकी विकास को कार्यान्वित करना।

5. स्थानिक निर्णय सहायता प्रणाली के माध्यम से विकास योजना और बेहतर शासन की सुविधा प्रदान करना।

पृष्ठभूमि

      वर्तमान में बीआईएसएजी गुजरात सरकार के विज्ञान और प्रौद्योगिकी विभाग की एक राज्य एजेन्सी है जो गुजरात के गाँधीनगर में स्थित है। यह अहमदाबाद के चैरिटी कमिश्नर के साथ एक सोसायटी और ट्रस्ट के रूप में पंजीकृत है। इसके प्रशासनिक निकाय की अध्यक्षता गुजरात सरकार के मुख्य सचिव द्वारा की जाती है। इसका घोषणापत्र इस दर्शन पर आधारित है कि समग्र विकास की वर्तमान योजना के लिए पारदर्शी, कुशल और कम लागत वाली निर्णय प्रणाली की आवश्यकता होती है। इसमें बहु-अनुशासनात्मक जानकारी शामिल है जो न सिर्फ लोगों की भागीदारी को प्रोत्साहन देती है अपितु समान विकास को भी सुनिश्चित करती है। अंतरिक्ष प्रौद्योगिकी के अनुप्रयोग (विशेषकर अंतरिक्ष आधारित सुदूर संवेदन तकनीक), उपग्रह संचार और भू-सूचना ने समाजिक-आर्थिक विकास की दिशा में महत्वपूर्ण योगदान दिया है।

       चूँकि यह एक नया संगठन नहीं है, बल्कि वर्तमान निकाय का ही उत्थान है, यह अब राज्य सरकार की बजाय भारत सरकार के अंतर्गत एक स्वायत्त वैज्ञानिक संस्थान होगा। प्रस्ताव पर विचार के लिए इलेक्ट्रॉनिकी और सूचना प्रौद्योगिकी मंत्रालय द्वारा निम्नलिखित महत्वपूर्ण कदम उठाए गए हैं:-

1. इस प्रस्ताव के विश्लेषण के लिए इलेक्ट्रॉनिकी और सूचना प्रौद्योगिकी मंत्रालय के सचिव की अध्यक्षता में खान मंत्रालय, विज्ञान और प्रौद्योगिकी मंत्रालय के प्रतिनिधियों और भू-विज्ञान मंत्रालय के पूर्व सचिव के साथ एक विशेषज्ञ समिति का गठन किया गया। विशेषज्ञ समिति ने 28 जनवरी, 2019 को आयोजित की गई बैठक के दौरान, इस प्रस्ताव पर अपनी संस्तुति दे दी।

2. सीईई प्रस्ताव को मूल्यांकन निकाय अर्थात स्थापना व्यय की समिति (सीईई) के विचारार्थ रखा गया। वित्त मंत्रालय के व्यय विभाग के सचिव की अध्यक्षता में 6 अगस्त, 2019 को सीईई बैठक का आयोजन किया गया। इस बैठक में नीति आयोग, वित्त मंत्रालय और विज्ञान एवं प्रौद्योगिकी के प्रतिनिधि भी शामिल हुए। सीईई द्वारा प्रस्ताव पर अपनी संस्तुति दे दी गई। 

The Union Cabinet, chaired by the Prime Minister, Shri Narendra Modi has approved Elevation of Bhaskaracharya Institute of Space Applications and Geoinformatics (BISAG), Gujarat as Bhaskaracharya National Institute for Space Applications and Geo-informatics (BISAG(N)) under Ministry of Electronics & Information Technology (MEITY), Government of India.

Benefits

1. To maintain efficiency and innovation of services, the current skilled manpower working at BISAG may join the national level institute on as-is and where-is basis. 

2. To facilitate the implementation of expanded scope of activities

3. To facilitate the implementation of expanded scope of activities and efficient rollout of GIS projects.

4. To facilitate the implementation of expanded scope of activities, aid research & development and technology development.

5. Facilitate development planning and good governance through spatial decision support systems.

Background

At present, BISAG is a state agency of the Department of Science and Technology Government of Gujarat, located at Gandhinagar, Gujarat.  It is registered as a Society and Trust with the Charity Commissioner of Ahmedabad.  Its Governing body is chaired by the Chief Secretary, Government of Gujarat.  Its charter is based on the philosophy that modern-day planning for a holistic development calls for transparent, efficient and low-cost decision-making systems.  This involves multi-disciplinary information that encourages people’s participation and ensures equitable development. The application of space technologies (especially the space-based remote sensing technology), satellite communication and geo-informatics has contributed significantly towards the socio-economic development.

Since this is not a new organisation but only an elevation of existing body which will be an Autonomous Scientific Society under Government of India instead of State Government, the following key steps have been undertaken by MEITY for the consideration of proposal: -

1. An Expert Committee was constituted under chairmanship of Secretary, MeitY with representatives from Ministry of Mines, Ministry of Science & Technology and ex-Secretary of Ministry of Earth Sciences for analysing the proposal.  The Expert Committee recommended the proposal during the meeting held on January 28th 2019. 

2. The CEE proposal was put for consideration of the appraisal body i.e. Committee on Establishment Expenditure (CEE).  The CEE meeting was held on August 6th, 2019 under the Chairmanship of Secretary, Department of Expenditure, Ministry of Finance, along with representatives of NITI Aayog, Ministry of Finance and Department of Science & Technology.  The proposal was recommended by CEE.
