Dearness Allowance of 7 percent Approved for Government Employees

Cabinet Meeting held under the Chairmanship of the Chief Minister Shri Shivraj Singh Chouhan today has approved 7 percent dearness allowance for the government employees. Similarly, 7 percent increase in dearness allowance of pensioners, teachers cadre attached in Panchayat Raj Organizations and Local Bodies besides Panchayat Secretaries of Panchayat and Rural Development Department from July 1, 2016. Cash payment against the increased dearness amount will be paid from December 2016.

Moreover, the cabinet has approved D.P.R. to implement Metro Project for Bhopal and Indore cities. An empowered committee will be constituted in the chairmanship of Chief Secretary to approve tenders concerning metro rail projects. Under the first phase of Bhopal Metro Project, work on 14.99 kilometer from Karond to AIIMS and 12.88 kilometer from Bhadbhada to Ratnagiri triangle will take place. Similarly, work on 31.55 kilometer from Rajwada to Nainod at Indore will be carried out. Other activities related to metro project will be undertaken speedily. The financial pattern of the project is 20:20:60. The state government and Union government each will contribute Rs. 2897.10 crore toward this. Beside this loan/grant through loan of Rs. 8691.35 crore will be obtained from multilateral/bilateral funding agency. Total sum is Rs. 14485.55 crore for both the projects.

Moreover, the cabinet has given approval to appoint 497 daily wages eligible labourers on the vacant posts of forest guards. The decision has been taken in compliance to the order of Supreme Court and High Court on merit and on the basis of waiting list of forest guard recruitment examination-2008 of forest department.

The cabinet has decided to provide guarantee towards Rs. 3 thousand crore medium term loan as working capital for all the three power distribution companies from the Finance Corporation. Rs. One thousand crore has been prescribed for each power distribution company. Guarantee fee will be paid to the state government at the rate of 0.5 percent per annum by these power distribution companies.

Cabinet had given approval to Bhopal Municipal Corporation for loan amount of Rs. 336.93 crore sanctioned by the HUDCO regarding potable water scheme in the year 2013. Under this a sum of Rs. 30.37 crore was sanctioned for Bhopal potable water scheme and a sum of Rs. 306.56 was sanctioned under other heads. A loan of Rs. 223.97 has been received by the Municipal Corporation from HUDCO under other heads. Revised approval of total Rs.104.38 crore has been given by the cabinet including Rs. 74.01 crore from the remaining amount of Rs. 82.59 crore which was not taken by the municipal corporation and earlier approved sum of Rs. 30.37 crore.

Furthermore, revised approval of Rs.674.90 crore has been given for Pancham Nagar Irrigation Complex of district Sagar. This scheme will provide irrigation facility on 25 thousand hectare area.

Approval of Rs. 270 crore for Two Roads

Cabinet has given approval of Rs. 149 crore 99 lakh for Morena-Sabalgarh. The 71.864 kilometer long road will be developed under EPC scheme from this amount. Also approval of Rs. 119 crore 76 lakh 25 thousand has been given for Shahdol-Singhpur-Tulra-Padaria road S.H-9 upto Chhatisgarh Border. This amount will be spent on construction of 119.10 kilometer long road.

मुख्यमंत्री श्री शिवराज सिंह चौहान की अध्यक्षता में हुई मंत्रि-परिषद की बैठक में आज शासकीय सेवकों को 7 प्रतिशत महँगाई भत्ते के भुगतान की स्वीकृति दी गई। शासकीय सेवकों के साथ ही पेंशनर्स, पंचायत राज संस्थाओं और स्थानीय निकायों में नियोजित अध्यापक संवर्ग और पंचायत एवं ग्रामीण विकास विभाग के पंचायत सचिवों को देय महँगाई भत्ते/राहत की दर में एक जुलाई 2016 से 7 प्रतिशत की वृद्धि की गई है। महँगाई भत्ते की वृद्धि का नगद भुगतान दिसंबर 2016 से किया जायेगा।

मंत्रि-परिषद ने भोपाल और इंदौर नगर में मेट्रो परियोजना के अमल के लिए डी.पी.आर. का अनुमोदन किया। मेट्रो रेल परियोजनाओं से संबंधित निविदाओं के अनुमोदन के लिए मुख्य सचिव की अध्यक्षता में साधिकार समिति गठित की जायेगी। भोपाल मेट्रो परियोजना के प्रथम चरण में करोंद से एम्स 14.99 किलोमीटर और भदभदा से रत्नागिरी तिराहा तक 12.88 किलोमीटर का काम होगा। इसके साथ ही इंदौर में राजवाड़ा-नैनोद 31.55 किलोमीटर का क्रियान्वयन किया जायेगा। परियोजना से संबंधित अन्य आवश्यक कार्यवाही तेजी से की जायेगी। परियोजना का फायनेंशियल पेटर्न 20:20:60 है। इसमें भारत और राज्य सरकार प्रत्येक का 2897.10 करोड़ रुपये का अंशदान है। साथ ही मल्टीलेटरल/बायलेटरल फंडिंग एजेन्सी से 8691.35 करोड़ रुपये ऋण के माध्यम से लोन/ग्रांट प्राप्त की जायेगी। यह राशि दोनों परियोजना के लिये कुल 14485.55 करोड़ है।

मंत्रि-परिषद ने 497 दैनिक वेतनभोगी पात्र श्रमिकों को वनरक्षक के रिक्त पदों पर नियुक्त करने संबंधी मंजूरी दी है। वन विभाग के वर्ष 2008 का दैनिक वेतन भोगी श्रमिकों की वनरक्षक भर्ती परीक्षा के आधार पर बनाई गई प्रतीक्षा-सूची के मेरिट क्रमानुसार उच्चतम एवं उच्च न्यायालय द्वारा पारित आदेश के पालन में यह निर्णय लिया गया।

मंत्रि-परिषद ने कार्यशील पूँजी की व्यवस्था के लिए तीनों विद्युत वितरण कंपनियों द्वारा पॉवर फायनेंस कार्पोरेशन से प्राप्त कुल 3 हजार करोड़ रुपए के मध्यम अवधि ऋण के लिए राज्य सरकार की गारंटी देने का निर्णय लिया। इसमें प्रत्येक वितरण कंपनी के लिये 1000 करोड़ रुपए निर्धारित हैं। ऋण की गारंटी के लिए वितरण कंपनियों द्वारा राज्य शासन को 0.5 प्रतिशत प्रतिवर्ष की दर से गारंटी शुल्क का भुगतान किया जाएगा।

मंत्रि-परिषद ने नगर-निगम भोपाल को पेयजल योजना से संबंधित हडको से स्वीकृत ऋण राशि रु. 336.93 करोड़ की स्वीकृति वर्ष 2013 में दी थी। इसमें राशि रु. 30.37 करोड़ भोपाल पेयजल योजना और अन्य मद में राशि रु. 306.56 करोड़ स्वीकृत थे। निगम द्वारा अन्य मद में राशि 223.97 करोड़ का ऋण हडको से प्राप्त कर लिया गया है। इस राशि में से 82.59 करोड़ शेष होने और इस शेष राशि से 74.01 करोड़ जो नगर-निगम द्वारा ऋण नहीं लिया गया और पूर्व में योजना के लिए स्वीकृत राशि रु. 30.37 करोड़ मिलाकर कुल 104.38 करोड़ रुपये की पुनरीक्षित स्वीकृति दी गई है।

मंत्रि-परिषद ने सागर जिले में पंचम नगर सिंचाई कॉम्पलेक्स के लिए रुपये 674.90 करोड़ की पुनरीक्षित प्रशासकीय स्वीकृति दी। इस योजना से 25 हजार हेक्टेयर क्षेत्र में सिंचाई होगी।

दो मार्ग के लिए लगभग 270 करोड़ की मंजूरी

मंत्रि-परिषद ने मुरैना-सबलगढ़ मार्ग के लिए 149 करोड़ 99 लाख रुपये की स्वीकृति दी है। इस राशि से 71.864 किलोमीटर लम्बाई के मार्ग को ईपीसी योजना में विकसित किया जायेगा। साथ ही शहडोल-सिंहपुर-तुलरा-पड़रिया मार्ग एसएच-9 छत्तीसगढ़ सीमा तक के मार्ग के लिए 119 करोड़ 76 लाख 25 हजार रुपए की मंजूरी दी गई। इस राशि से 119.10 किलोमीटर लम्बाई का मार्ग बनेगा।
