North and South TT Nagar redensification scheme sanctioned 
Decks cleared for promotion of Assistant Veterinary Officers 
CABINET DECISIONS

A cabinet meeting chaired by Chief Minister Shri Shivraj Singh Chouhan decided to constitute Madhya Pradesh Metro Rail Company for implementation of light metro project in Bhopal and Indore cities.

Board of Directors of the company will be headed by the Chief Minister while Urban Development and Environment Minister will be its Vice-Chairman. The company will also have an exective committee comprising Mayors of Bhopal and Indore, the Chief Secretary and other concerning officers.

Redensification scheme

The cabinet sanctioned redensification scheme of North and South TT Nagar. In these areas, there are 2767 highly dilapidated government quarters of different categories. Under redensification scheme, private investors will remove existing houses and construct 4284 houses of various categories and hand them over to the state government.

Work of urban infrastructure under the scheme will be undertaken by Bhopal Development Authority including 1.53 kilometre long flyover, 0.94 km long grade separator, new building of Kamla Nehru School, construction of new roads and widening & strengthening of old roads. A sum of Rs. 1250 crore will be spent on construction of houses. Estimated cost of works to be undertaken by the Authority is Rs. 454 crore.

Under redensification scheme, proposals will be invited from private investors on brid premium basis. Work will be assigned to the investor offering highest amount to the state government. Apart from existing government houses, about 1500 additional new houses will also be available. With strengthening of New Market area’s infrastructure, common people will also get benefit of systematic traffic and well arranged market.

Assistant Veterinary Officers

The cabinet decided to create promotion avenues for Assistant Veterinary Field Officers of Animal Husbandry Department through upgradation of existing posts. Presently, there is no promotion channel for this cadre. They retire from the same post on which they are recruited.

Following this decision, an Assistant Veterinary Officer can be promoted through upgradation of post after 12 years’ service. Veterinary Field Officers will be promoted as Senior Veterinary Field Officers after 10 years’ service and Senior Veterinary Field Officers as Livestock Zonal Officers after 8 years’ service.

The posts created include 1100 of Veterinary Field Officer, 308 of Senior Veterinary Field Officer and 77 posts of Livestock Zonal Officer

Revised sanction

The cabinet accorded administrative sanction and investment clearance of Rs. 56.82 crore for IRM works of Rajghat canal project.

Chief Minister Shri Shivraj Singh Chouhan while lauding progress of Rajghat project, praised efforts of Health Minister Dr. Narottam Mishra. He said that there were talks about the project for a long time, but it has irrigated 1,85,176 hectare Rabi area till date during current year.

The cabinet accorded revised administrative sanction and investment clearance of Rs. 23,311.79 lakh for revised command area of 9,950 hectares of Mahuar medium project in Shivpuri district. It will irrigate 9,950 hectares during Rabi and 5,525 hectares during Kharif every year.

Land to Novodaya Vidyalaya

The cabinet while reconsidering state government’s decision of October 2009 on allotment of land to Novadaya Vidyalayas/Central Schools, decided to amend the policy released in November 2009. According to it, Central Schools will be allotted 4 acre land in Municipal Corporation areas, 8 acres in other urban areas and upto 10 acres in other areas without premium and Re. one lease rent.

Other decisions

• The cabinet decided to merge 15 officers/employees of Madhya Pradesh State Oilseed Federation on deputation in State Information Commission. Similarly, one emloyee of Oilseed Federation will be merged as assistant auditor and 16 employees as Assistant Grade-3. Oilseed Federation’s 16 employees will be merged in Cooperatives Department as assistant auditors and 32 as peons. Services of 3 employees of the Federation on deputation will be merged into Urban Development and Environment Department.

• The cabinet has sanctioned creation of necessary posts for management of Tribal Night Shelter-cum-Training Centre, Bhopal.

मुख्यमंत्री श्री शिवराज सिंह चौहान की अध्यक्षता में आज सम्पन्न मंत्री-परिषद् की बैठक में भोपाल और इंदौर शहर में लाइट मेट्रो रेल परियोजना के क्रियान्वयन के लिए मध्यप्रदेश मेट्रो रेल कम्पनी के गठन का निर्णय लिया गया। यह कम्पनी लिमिटेड होगी।

कम्पनी के संचालक मंडल के अध्यक्ष मुख्यमंत्री और उपाध्यक्ष नगरीय विकास एवं पर्यावरण मंत्री होंगे। कम्पनी की कार्यकारी समिति भी होगी। इसमें भोपाल और इंदौर के महापौर, मुख्य सचिव तथा अन्य संबंधित अधिकारी शामिल होंगे।

पुनर्घनत्वीकरण योजना

मंत्री-परिषद् ने नार्थ और साउथ टी.टी.नगर की पुनर्घनत्वीकरण योजना को मंजूरी दी। इस क्षेत्र में विभिन्न श्रेणी के 2767 शासकीय आवास बहुत जीर्ण-शीर्ण अवस्था में हैं। पुनर्घनत्वीकरण योजना में वर्तमान आवासों को हटाकर विभिन्न श्रेणी के 4284 आवास निजी निवेशक द्वारा बनाकर शासन को सौंपे जायेंगे।

योजना में नगर स्तरीय अधोसंरचना का विकास भोपाल विकास प्राधिकरण द्वारा किया जायेगा। इसमें 1.53 किलोमीटर का फ्लाई ओवर, 0.94 किलोमीटर का ग्रेड सेपरेटर, कमला नेहरू स्कूल का नया भवन, नये मार्गों का निर्माण और पुराने मार्गों को चौड़ा तथा सुदृढ़ करने का कार्य शामिल है। आवास निर्माण तथा विकास पर 1250 करोड़ रुपये लागत आयेगी। प्राधिकरण द्वारा किये जाने वाले कार्यों की अनुमानित लागत 454 करोड़ रुपये है।

शासन द्वारा जारी पुनर्घनत्वीकरण नीति के तहत इस योजना में ब्रिड प्रीमियम के आधार पर निजी निवेशकों से प्रस्ताव आमंत्रित किये जायेंगे। शासन को सबसे अधिक राशि देने वाले निवेशक को योजना का कार्य दिया जायेगा। योजना से जीर्ण-शीर्ण शासकीय आवासों के स्थान पर सुविधापूर्ण तथा लगभग 1500 अतिरिक्त नवीन आवास शासन को उपलब्ध होंगे। न्यू मार्केट क्षेत्र की अधोसंरचना के मजबूत होने से आम जनता को भी व्यवस्थित यातायात और सुव्यवस्थित मार्केट का लाभ मिलेगा।

सहायक पशु चिकित्सा अधिकारी

मंत्री-परिषद् ने पशुपालन विभाग के सहायक पशु चिकित्सा क्षेत्र अधिकारियों के संवर्ग के लिए वर्तमान पदों के उन्नयन के माध्यम से पदोन्नति के अवसर सृजित करने का निर्णय लिया। अभी इस संवर्ग के लिए पदोन्नति के कोई अवसर नहीं हैं। वे जिस पद पर सेवा में आते हैं उसी पद पर सेवानिवृत्त हो जाते हैं।

इस निर्णय के फलस्वरूप अब सहायक पशु चिकित्सा क्षेत्र अधिकारी के पद पर 12 साल के सेवाकाल के बाद वे पशु चिकित्सा क्षेत्र अधिकारी के पद पर पदोन्नत हो सकेंगे। पशु चिकित्सा क्षेत्र अधिकारी के पद पर 10 वर्ष के सेवाकाल के बाद वरिष्ठ पशु चिकित्सा क्षेत्र अधिकारी तथा वरिष्ठ पशु चिकित्सा क्षेत्र अधिकारी के पद पर 8 वर्ष के सेवाकाल के बाद वे पशुधन क्षेत्र अधिकारी के रूप में पदोन्नत होंगे।

पशु चिकित्सा क्षेत्र अधिकारी के 1100 पद, वरिष्ठ पशु चिकित्सा क्षेत्र अधिकारी 308 तथा पशुधन क्षेत्र अधिकारी के 77 पद सृजित किये गये हैं।

पुनरीक्षित स्वीकृति

मंत्री-परिषद् ने राजघाट नहर वृहद परियोजना की नहरों के ईआरएम कार्यों के लिए 56.82 करोड़ की प्रशासकीय स्वीकृति और निवेश निकासी की अनुमति दी।

मुख्यमंत्री श्री शिवराज सिंह चौहान ने बैठक में राजघाट परियोजना की प्रगति की सराहना करते हुए स्वास्थ्य मंत्री डॉ. नरोत्तम मिश्रा को उनके प्रयासों के लिए बधाई दी। उन्होंने कहा कि लम्बे समय से राजघाट परियोजना पर चर्चा होती चली आ रही थी अब वर्ष 2014-15 में इससे 1,85,176 हेक्टेयर में रबी सिंचाई हुई है।

मंत्री-परिषद् ने शिवपुरी जिले की महुअर मध्यम परियोजना के पुनरीक्षित सैच्य 9,950 हेक्टेयर के लिए 23,311.79 लाख की पुनरीक्षित स्वीकृति और निवेश निकासी की अनुमति दी। इससे रबी मौसम में 9,950 हेक्टेयर और खरीफ में 5,525 हेक्टेयर क्षेत्र में वार्षिक सिंचाई हो सकेगी।

नवोदय विद्यालय को भूमि

मंत्री परिषद् ने नवोदय/ केन्द्रीय विद्यालय को भूमि आंवटन संबंधी राज्य सरकार के अक्टूबर 2009 में लिये गये निर्णय पर पुनर्विचार कर नवम्बर 2009 में जारी नीति में संशोधन करने का निर्णय लिया। इसके अनुसार प्रदेश में केन्द्रीय विद्यालयों के लिए नगर निगम क्षेत्र में 4 एकड़, नगरीय क्षेत्रों में 8 एकड़ एवं अन्य क्षेत्रों में 10 एकड़ तक भूमि बिना प्रब्याजि एवं एक रुपये भू-भाटक पर आवंटित की जायेगी।

अन्य निर्णय

• मंत्री-परिषद् ने मध्यप्रदेश राज्य तिलहन संघ के राज्य सूचना आयोग में प्रतिनियुक्ति पर कार्यरत 15 अधिकारी/कर्मचारी केसंविलियन का निर्णय लिया। इसी तरह तिलहन संघ में पदस्थ एक सेवायुक्त को उप अंकेक्षक के पद तथा 6 सेवायुक्तों का सहायक ग्रेड-3 के पद पर सहकारिता विभाग में संविलियन किया जायेगा। तिलहन संघ के 16 सेवायुक्तों को उप अंकेक्षक के पद पर तथा 32 का भृत्य के पद पर सहकारिता विभाग में संविलियन किया जायेगा। नगरीय विकास एवं पर्यावरण विभाग में संघ के प्रतिनियुक्ति पर कार्यरत 3 सेवायुक्तों का भी संविलियन किया जायेगा।

• मंत्री-परिषद् ने आदिवासी रैन-बसेरा-सह प्रशिक्षण केन्द्र भोपाल के संचालन के लिए आवश्यक पदों के सृजन की स्वीकृति दी।
