Committee headed by PR Minister to recommend allotment of government houses to journalists

A meeting of the state cabinet chaired by Chief Minister Shri Shivraj Singh Chouhan here today decided to constitute a committee headed by Public Relations Minister to allot government houses to journalists. The committee will comprise ACS Home and Principal Secretary Public Relations will be its member and Commissioner Public Relations will Convener of the committee. Number of government houses in the Press Pool will be 230. These houses will be E-type to lower categories. Allottee will have to deposit 2 month's advance licence fee. Allotment will be made by Home Department on prescribed general rates.

The committee will consider applications of journalists for allotment of government houses and send its recommendations via Home Department to the Chief Minister. Houses will be allotted for maximum 3 years. On committee's recommendation, houses can be re-allotted for 3 more years.

The journalists who have been provided plots in government land allotted to journalists' housing societies or who have their own house within limits of Bhopal Municipal Corporation will not be considered ineligible for allotment of government houses. Such journalists will have to deposit double of licence fee prescribed for allotment of houses under Press Pool.

The committee will also consider applications of the journalists already residing in government houses, but period of whose houses has expired and they have not been re-allotted government houses. If such journalists are found eligible then government houses can be -re-allotted to them by realising double of lump sump licence fee prescribed for allotment of houses under Press Pool for duration of their illegal possession of house.

The committee will be empowered to set norms for eligibility of journalists itself and government houses will be allotted under these very norms. The journalists whose newspapers not publishing regularly presently or they are not active as journalist or have violated any conditions of allotment may be evicted from government houses. Home Department will be competent to initiate eviction of government houses as per existing rules.

40 government houses for eminent and distinguished persons

The cabinet also decided to create a pool of government houses for allotment of eminent, distinguished and famous persons, social organisations and political parties. This pool will have maximum 40 houses which would be allotted for 3 years. On expiry of this period, on eligibility of allottees' allotments may be renewed for 3 more years.

The social organisations and political parties having their own office buildings within limits of Bhopal Municipal Corporation will not be eligible for government houses. The persons, social organisations and political parties to whom state government has allotted plots for residence or office at Bhopal will also not be eligible.

The persons, social organisations and political parties of whose houses allotment period have expired and not renewed can be re-allotted houses under their possession. In such cases, double of prescribed licence fee of duration of their illegal possession of house will be realised.

मुख्यमंत्री श्री शिवराज सिंह चौहान की अध्यक्षता में आज हुई मंत्रि-परिषद की बैठक में पत्रकारों को शासकीय आवासों का आवंटन करने के लिये जनसंपर्क मंत्री की अध्यक्षता में समिति गठित करने का निर्णय लिया गया। अपर मुख्य सचिव गृह और प्रमुख सचिव जनसंपर्क समिति के सदस्य और आयुक्त जनसंपर्क समिति के संयोजक होंगे। प्रेस पूल में शासकीय आवासों की संख्या पूर्ववत 230 रहेगी तथा यह आवास ई-टाइप या उससे कमतर श्रेणी के होंगे। आवंटिती को 2 माह का अग्रिम लायसेंस शुल्क जमा करवाना होगा। उक्त आवंटन गृह विभाग द्वारा निर्धारित सामान्य दरों पर किया जायेगा।

समिति पत्रकारों को आवास आवंटित करने के संबंध में प्राप्त आवेदनों पर विचार कर अपनी अनुशंसाएँ गृह विभाग के माध्यम से मुख्यमंत्री को अनुमोदन के लिये प्रस्तुत करेगी। आवास आवंटन अधिकतम 3 वर्ष के लिये होगा। समिति की अनुशंसा पर इस आवंटन को पुन: 3 वर्ष के लिये नवीनीकृत किया जा सकेगा।

ऐसे पत्रकार, जिन्हें भोपाल नगर निगम क्षेत्र में पूर्व में आवास के लिये शासकीय भूमि पत्रकारों की गृह निर्माण सहकारी समिति के माध्यम से आवंटित की गयी हो अथवा उनका अपना निजी आवास गृह नगर निगम सीमा में स्थित हो, तो उन्हें आवंटन के लिये अपात्र नहीं माना जायेगा। ऐसे पत्रकारों को आवास-गृह का प्रेस-पूल के लिये निर्धारित सामान्य से दोगुनी राशि के बराबर लायसेंस शुल्क देना होगा।

समिति ऐसे पत्रकारों के आवेदनों पर भी विचार करेगी, जिनमें पत्रकार शासकीय आवास में रह रहे हैं, लेकिन उनकी आवंटन अवधि समाप्त हो चुकी है और उन्हें गृह विभाग द्वारा पुन: आवंटन नहीं हुआ है। ऐसे पत्रकार अगर आवंटन के लिये पात्र पाये जाते हैं, तो उनके द्वारा अनाधिकृत आधिपत्य की अवधि की प्रेस-पूल के लिये निर्धारित लायसेंस शुल्क से दोगुनी राशि एकमुश्त जमा किये जाने पर उन्हें शासकीय आवास आवंटित किया जा सकेगा।

समिति पत्रकारों की पात्रता के संबंध में स्वत: मापदण्ड निर्धारित कर सकेगी तथा उन्हीं मापदण्डों के अनुसार शासकीय आवास आवंटित किये जायेंगे। प्रेस-पूल के अंतर्गत आवंटित आवास ऐसे आवंटिती से रिक्त करवाये जा सकेंगे, जिनके समाचार-पत्र वर्तमान में नियमित रूप से प्रकाशित नहीं हो रहे हैं, अथवा वे स्वयं पत्रकार के रूप में सक्रिय नहीं है अथवा उन्होंने आवंटन की किन्हीं शर्तों का उल्लंघन किया हो। आवास रिक्त कराने की कार्यवाही गृह विभाग प्रचलित नियमों के अंतर्गत करने के लिये स्वत: सक्षम होगा।

प्रतिष्ठित एवं गणमान्य व्यक्तियों को 40 शासकीय आवास आवंटित होंगे

मंत्रि-परिषद ने प्रतिष्ठित, गणमान्य और ख्यातिप्राप्त व्यक्तियों, सामाजिक संस्थाओं एवं राजनीतिक पार्टियों को भी उनके लिये गठित पूल में से शासकीय आवास आवंटित करने का निर्णय लिया। इस पूल में अधिकतम 40 आवास होंगे यह आवास 3 वर्ष के लिये आवंटित किये जा सकेंगे। इस अवधि के अवसान पर आवंटिती के पात्र होने पर पुन: 3 वर्ष के लिये नवीनीकृत किया जा सकेगा।

ऐसी सामाजिक संस्थाएँ और राजनैतिक पार्टी, जिनके स्वयं के कार्यालय भवन भोपाल नगर निगम क्षेत्र में स्थित हैं, उन्हें आवास-गृह की पात्रता नहीं होगी। ऐसे किसी व्यक्ति, सामाजिक संस्था और राजनीतिक पार्टी को भी आवंटन की पात्रता नहीं होगी, जिन्हें राज्य शासन द्वारा उनके निवास या कार्यालय के लिये भोपाल में कोई प्लाट आवंटित किया गया हो।

ऐसे व्यक्ति, सामाजिक संस्थाएँ अथवा राजनीतिक पार्टी, जिन्हें पूर्व में आवंटित आवास-गृह की आवंटन अवधि का अवसान हो चुका है और उसका नवीनीकरण नहीं किया गया, को उनके द्वारा धारित आवास का पुन: आवंटन किया जा सकेगा। ऐसे प्रकरण में अनाधिकृत आधिपत्य की अवधि के उक्त श्रेणी के लिये देय लायसेंस शुल्क से दोगुनी राशि एकमुश्त जमा करनी होगी।
