केंद्रीय मंत्रिमंडल ने प्रधानमंत्री गरीब कल्याण अन्न योजना (पीएमजीकेएवाई) को और चार महीने (दिसंबर 2021-मार्च 2022) तक विस्तार देने को मंजूरी दी

प्रधानमंत्री द्वारा सात जून, 2021 को राष्ट्र के नाम सम्बोधन में लोकहित में की गई घोषणा तथा कोविड-19 के संदर्भ में आर्थिक पहलों के हिस्से के रूप में मंत्रिमंडल ने प्रधानमंत्री गरीब कल्याण अन्न योजना (पीएमजीकेएवाई-चरण पांच) को और चार महीने, यानी दिसंबर 2021 से मार्च 2022 तक विस्तार देने को मंजूरी दे दी है, जिसके तहत प्रत्यक्ष लाभ अंतरण (डीबीटी) सहित राष्ट्रीय खाद्य सुरक्षा अधिनियम (एनएफएसए) [अन्त्योदय अन्न योजना एवं प्राथमिकता प्राप्त घरों] के दायरे में आने वाले सभी लाभार्थियों को प्रति व्यक्ति, प्रति माह पांच किलो अनाज निःशुल्क प्राप्त होता रहेगा।

इस योजना का पहला और दूसरा चरण क्रमशः अप्रैल से जून 2020 और जुलाई से नवंबर, 2020 में परिचालन में था। योजना का तीसरा चरण मई से जून, 2021 तक परिचालन में रहा। योजना का चौथा चरण इस समय जुलाई-नवंबर, 2021 के दौरान चल रहा है।

पीएजीकेएवाई योजना का पांचवां चरण दिसंबर 2021 से मार्च 2022 तक चलेगा, जिसमें अनुमानित रूप से 53344.52 करोड़ रुपये की अतिरिक्त खाद्य सब्सिडी दी जायेगी।

पीएमजीकेएवाई के पांचवें चरण के लिये खाद्यान्न का कुल उठान लगभग 163 लाख मीट्रिक टन होने की संभावना है।

यह याद रहे कि पिछले वर्ष देश में अप्रत्याशित रूप से कोविड-19 महामारी फैलने के कारण आने वाली आर्थिक अड़चनों को मद्देनजर रखते हुये, सरकार ने मार्च 2020 में घोषणा की थी कि राष्ट्रीय खाद्य सुरक्षा अधिनियम (एनएफएसए) के लगभग 80 करोड़ लाभार्थियों को प्रधानमंत्री गरीब कल्याण अन्न योजना के तहत प्रति व्यक्ति, प्रति माह के हिसाब से पांच किलोग्राम अतिरिक्त रूप से निःशुल्क अनाज (चावल/गेहूं) दिया जायेगा, जो नियमित मासिक एनएफएसए खाद्यान्न, यानी उनके राशन कार्ड पर नियमित रूप से देय खाद्यान्न से अधिक होगा, ताकि गरीब, जरूरतमंद और जोखिम वाले घरों/लाभार्थियों को आर्थिक संकट के दौरान समुचित अनाज की अनुपलब्धता की वजह से वंचित न होना पड़े। अब तक पीएम-जीकेएवाई (एक से चार चरण तक) के तहत विभाग ने राज्यों/केंद्र शासित प्रदेशों को कुल मिलाकर लगभग 600 लाख मीट्रिक टन का आवंटन किया है, जो लगभग 2.07 लाख करोड़ रुपये की खाद्यान्न सब्सिडी के बराबर है।

पीएमजीकेएवाई-चौथे चरण के अंतर्गत वितरण इस समय चल रहा है और राज्यों/केंद्र शासित प्रदेशों से प्राप्त रिपोर्टों के मुताबिक, अब तक 93.8 प्रतिशत अनाज उठा लिया गया है और लगभग 37.32 एलएमटी (जुलाई 2021 का 93.9 प्रतिशत), 37.20 एलएमटी (अगस्त 2021 का 93.6 प्रतिशत), 36.87 एलएमटी (सितंबर 2021 का 92.8 प्रतिशत), 35.4 एलएमटी (अक्टूबर 2021 का 89 प्रतिशत) और 17.9 एलएमटी (नवंबर, 2021 का 45 प्रतिशत) अनाज क्रमशः लगभग 74.64 करोड़, 74.4 करोड़, 73.75 करोड़, 70.8 करोड़ और 35.8 करोड़ लाभार्थियों को वितरित किया गया।

पहले पूर्ण हुए चरणों के अनुभव को देखते हुए पीएमजीकेएवाई-चरण पांच के प्रदर्शन के बारे में भी यही आशा है कि वह भी पहले के चरणों के उसी उच्चस्तर पर ही कायम रहेगा।

कुल मिलाकर पीएमजीकेएवाई चरण एक से पांच में सरकार को लगभग 2.60 लाख करोड़ रुपये का खर्च आयेगा।

Cabinet approves extension of Pradhan Mantri Garib Kalyan Ann Yojana (PMGKAY) for another four months (December 2021-March 2022)

In pursuance of the pro-people announcement made by Prime Minister in his address to nation on 07.06.2021 and as part of the Economic Response to COVID -19, the Union Cabinet has approved the extension for the Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY-Phase V) for a period of another 4 months i.e. December 2021 till March 2022 @ 5 kg per person per month free of cost for all the beneficiaries covered under the National Food Security Act (NFSA) [Antodaya Anna Yojana & Priority Households] including those covered under Direct Benefit Transfer (DBT).

Phase-I and Phase-II of this scheme was operational from April to June, 2020 and July to November, 2020 respectively. Phase-III of the scheme was operational from May to June, 2021. Phase-IV of the scheme is currently operational for July-November, 2021 months.

The PMGKAY scheme for Phase V from December 2021 till March, 2022 would entail an estimated additional food subsidy of Rs. 53344.52 Crore

The total outgo in terms of food-grains for PMGKAY Phase V is likely to be about 163 LMT.

It may be recalled that in the wake of economic disruptions caused by the unprecedented outbreak of COVID-19 in the country last year, the Government in March 2020 had announced the distribution of additional free-of-cost foodgrains (Rice/Wheat) to about 80 Crore National Food Security Act (NFSA) beneficiaries at the scale of 5 Kg per person per month under the PM Garib Kalyan Anna Yojana (PM-GKAY), over and above the regular monthly NFSA foodgrains i.e., regular entitlements of their ration cards, so that the poor, needy and the vulnerable households/beneficiaries do not suffer on account of non-availability of adequate foodgrains during the times of economic crisis. So far, under the PM-GKAY(phase I to IV) the Department had allocated a total of almost 600 LMT foodgrains to the States/UTs equivalent to about Rs. 2.07 Lakh Crore in food subsidy.

The distribution under PMGKAY-IV is presently ongoing, and as per the reports available from States/UTs so far, 93.8% foodgrains have been lifted and nearly 37.32 LMT (93.9% of July’21), 37.20 LMT (93.6% of Aug’21), 36.87 LMT (92.8% of Sept’21), 35.4 LMT (89% of Oct’21) and 17.9 LMT ( 45% of Nov’21) foodgrains have been distributed to about 74.64 Crore, 74.4 Crore, 73.75 Crore, 70.8 Crore and 35.8 crore beneficiaries respectively.

Going by the experience of earlier phases, the performance of PMGKAY-V is also expected to be on the same high level as achieved before.

Overall, the government will be incurring an expenditure of nearly Rs.2.60 lakh Crore in PMGKAY Phase I- V.
