Cabinet meeting held under the Chairmanship of the Chief Minister Shri Shivraj Singh Chouhan has approved the overall excise policy of the state for the year 2017-18. As per the decision the English/ country liquor shops located in the radius of 5 kilometer from the Narmada banks will be closed. In the current year no new liquor shops will be opened in the state. In compliance to the order of the High Court Jabalpur 572 liquors shops will be shifted 500 meter far from the highways. Similarly in compliance to the order of Supreme Court 1427 liquor shops will be shifted 500 meter away from the highways.

The policy has been divided in three parts as liquor control, revenue collection and ease of doing business. A campaign will be conducted for de-addiction beside various progammes and seminars in order to generate awareness and to control tendency of liquor consumption in the society. This will include yoga and meditation therapy center, information about diseases occurred due to liquor consumption and utilistation of social media resources. Moreover, ultra modern features will be added in the hologram for the year 2017-18. Provision of S.M.S. alert has been made to prevent duplicacy. Also arrangement to verify the legal source of liquor has been made in this.

Under the liquor control, beside arranging seminars on de-addiction, arrangements will be made in the curriculum of school and colleges to spread awareness regarding diseases arising from drugs consumption. Provision to suspend driving license for six moths for the first time and for two years on second time has been made on found driving under inebriated condition. Further on third instance, letter will be issued to the transport department for cancellation of license. Moreover, warning ‘Liquor is harmful for health’ will be mentioned prominently on the boards of the liquor shops and liquor bottles. A state amendment proposal will be sent to home department for reforms in I.P.C. section 184 to be used as a defence against drunkenness as criminal obligation. Under the policy provision has been made to make arrangement of a list of habitual criminal related to excise in police stations and a list of habitual customers in liquor shops.

As per the decision of the cabinet, the 58 existing liquor shops of 12 districts operational under the 5 kilometer radius of Narmad River will be closed. These include 39 country liquor shops and 19 English Liquor shops of Dindori, Mandla, Jabalpur, Narsinghpur, Raisen, Hoshnagabad, Sehore, Harda, Dewas, Khandwa, Dhar and Khargone districts.

Furthermore, a decision regarding principal secretary/ secretary posted in micro, small and medium enterprises department to be nominated as director of the Madhya Pradesh Venture Finance Limited from the state government has been taken in the cabinet. Approval has been given to nominate additional chief secretary/ principal secretary of finance department as director and chairman as well as in Madhya Pradesh Venture Finance Limited and in the board of director of Madhya Pradesh Venture Finance trustee Limited.

Moreover the cabinet has given the approval for 25 posts each for commandant offices of the newly formed Singrauli and Alirajpur districts. Also approval has been given for creation of total 495 posts for volunteers in ratio of one –one company for Singrauli, Alirajpur and Agar-Malwa districts.

Cabinet has given the approval to fill the 10 thousand 905 vacant posts of contractual teacher grade -1, 11 thousand 200 posts of contractual teacher grade -2 and 9 thousand 540 posts of grade-3 for direct recruitment under the school education department. Total 31,645 posts will be filled through professional examination board by conducting online eligibility test.

मुख्यमंत्री श्री शिवराजसिंह चौहान की अध्यक्षता में हुई मंत्रि-परिषद की बैठक में प्रदेश में वर्ष 2017-18 के लिए समग्र आबकारी नीति अनुमोदित की गई। नीति के अनुसार नर्मदा किनारे से 5 किलोमीटर की दूरी में स्थित देशी/विदेशी मदिरा दुकानों को बंद किया जाएगा। प्रदेश में इस वर्ष कोई नई मदिरा दुकान नहीं खोली जाएगी। प्रदेश में माननीय उच्च न्यायालय जबलपुर द्वारा पारित आदेश के परिपालन में 572 तथा उच्चतम न्यायालय द्वारा पारित आदेश के परिपालन में 1427 दुकानों को हाइवे से 500 मीटर की दूरी पर विस्थापित किया जायेगा।

नीति तीन भागों क्रमश: मद्य संयम, राजस्व संग्रहण और ईज ऑफ डूइंग बिजनेस में विभाजित है। समाज में मदिरापान की प्रवृत्ति पर संयम के लिए जागरूकता की दृष्टि से प्रदेश में विभिन्न आयोजन एवं सेमीनारों सहित नशामुक्ति के लिए अभियान चलाया जाएगा। इसमें योग और मेडिटेशन थैरेपी सेंटर, मद्य सेवन से होने वाली बीमारियों की जानकारी देने और सोशल मीडिया के साधनों का उपयोग करना शामिल है। वर्ष 2017-18 के लिए होलोग्राम में अत्याधुनिक फीचर जोड़े जायेंगे। होलोग्राम की डुप्लीकेसी की संभावना को रोकने के लिए एसएमएस अलर्ट का प्रावधान रखा गया है। इसमें मदिरा के वैध स्त्रोत की जाँच की व्यवस्था भी है।

मद्य संयम के अंतर्गत व्यसन मुक्ति के लिए सेमीनार आयोजित करने के साथ-साथ स्कूल, कॉलेज के पाठयक्रम में मादक पदार्थो के सेवन से हानि के संबंध में जागरूक करने के लिए भी व्यवस्था की जायेगी। नीति में नशा करके ड्रायविंग करने पर प्रथम बार छ: माह तथा दूसरी बार दो वर्ष के लिए ड्रायविंग लायसेंस निलंबित करने का प्रावधान भी रखा गया है। तीसरी बार में ड्रायविंग लायसेंस निरस्त करने के लिए परिवहन विभाग को लिखा जाएगा। मदिरा दुकानों के बोर्ड और मदिरा की बोतलों के लेवल पर ' मदिरा पान स्वास्थ्य के लिए हानिकारक ' होने संबंधी वैधानिक चेतावनी प्रमुखता से अंकित की जाएगी। ड्रंकननेस को क्रिमिनल जिम्मेदारी के विरुद्ध एक डिफेंस की तरह उपयोग करने वाली आईपीसी की धारा 184 में सुधार के लिए राज्य अमेंडमेंट का प्रस्ताव गृह विभाग को भेजा जाएगा। नीति में थानों पर आबकारी के आदतन अपराधियों और दुकानों पर आदतन ग्राहकों की सूची रखने की व्यवस्था रखने का प्रावधान भी है।

मंत्रि-परिषद के निर्णय अनुसार नर्मदा नदी से पाँच किलोमीटर की परिधि में संचालित 12 जिलों की 58 मदिरा की दुकानों को बंद किया जाएगा। इनमें डिण्डौरी, मंडला, जबलपुर, नरसिंहपुर, रायसेन, होशंगाबाद, सीहोर, हरदा, देवास, खंडवा, धार तथा खरगोन जिलों की 39 देशी और 19 विदेशी मदिरा दुकानें शामिल हैं।

मंत्रि-परिषद द्वारा मध्यप्रदेश वेंचर फायनेंस लिमिटेड में पदेन रूप में प्रमुख सचिव/सचिव, सूक्ष्म, लघु एवं मध्यम उद्यम विभाग को राज्य शासन की ओर से संचालक नामित करने का निर्णय लिया गया। आयुक्त संस्थागत वित्त के स्थान पर अपर मुख्य सचिव /प्रमुख सचिव, वित्त विभाग को मध्यप्रदेश वेंचर फायनेंस लिमिटेड तथा मध्यप्रदेश वेंचर फायनेंस ट्रस्टी लिमिटेड के संचालक मंडल में संचालक के साथ-साथ पदेन अध्यक्ष के रूप में नामित करने के निर्णय को मंजूरी दी गई।

मंत्रि-परिषद ने प्रदेश के नवगठित जिले सिंगरौली एवं अलीराजपुर के सेनानी कार्यालयों के लिए (प्रत्येक के लिए) 25-25 पद (कुल 50 पद) तथा जिला सिंगरौली, अलीराजपुर एवं आगर मालवा में प्रत्येक के लिए एक-एक कंपनी के मान से कुल 495 स्वयं सेवकों के पदों के सृजन को मंजूरी दी।

मंत्रि-परिषद ने स्कूल शिक्षा विभाग के अंतर्गत सीधी भर्ती के संविदा शाला शिक्षक श्रेणी -1 के 10 हजार 905, श्रेणी-2 के 11 हजार 200 पदों और श्रेणी-3 के 9,540 पदों पर संविदा शाला शिक्षकों के रिक्त पदों को भरने की स्वीकृति दी। कुल 31 हजार 645 पदों की पूर्ति प्रोफेशनल एग्जामिनेशन बोर्ड के माध्यम से ऑन लाइन पात्रता परीक्षा आयोजित कर की जायेगी।
