Allocation of Rs. 4948 crore for Gross Budgetary Support to the Indian Strategic Storage Programme for Crude Oil

The Cabinet Committee on Economic Affairs, chaired by the Prime Minister Shri Narendra Modi, has approved the allocation of Rs. 4948 crore for Gross Budgetary Support (GBS) to the scheme for the Indian Strategic Storage Programme for Storage of Crude Oil by Indian Strategic Petroleum Reserves Limited (ISPRL). The following are the details:-
i. The entire cost for filling crude oil in Visakhapatnam cavern will be met by the Government of India. This is against the 12th Plan outlay of Rs. 4948 crore under the GBS Scheme of Ministry of Petroleum & Natural Gas for the Indian Strategic Storage Programme for storage of crude oil by ISPRL. The remaining amount would be used for filling up the strategic part of the caverns which are being constructed at Mangalore and Padur.
ii. The Ministry of Petroleum and Natural Gas will continue to explore alternative models for financing the remaining cost of crude oil to fill the Mangalore and Padur caverns. This will include commercial utilization by other interested parties.
iii. The annual Operations and Maintenance (O&M) costs are estimated to be Rs. 47 crore for the Vishakhapatnam storage and Rs 179 crore for all three caverns. This excludes the cost of security, which will be provided by the Government, in view of their essential strategic nature for meeting the energy security needs of the country.
This decision will facilitate in dealing with the situation of any disruption in the supply chain of crude oil and abnormal spike in world oil prices.
Background:
Keeping in view India’s high import dependence on oil and in the interest of the country’s energy security objectives, the Government has taken up construction of three crude oil reserves totalling 5.33 Metric Million Tonnes (MMT). These are located at Visakhapatnam with a storage capacity of 1.33 MMT, Mangalore with a capacity of 1.50 MMT and Padur with a capacity of 2.50 MMT. The Vishakhapatnam rock cavern storage facility is ready to receive crude oil, while the two other facilities at Mangalore and Padur are likely to ready by October, 2015.
प्रधानमंत्री श्री नरेन्द्र मोदी की अध्यक्षता में आर्थिक मामलों की मंत्रिमंडलीय समिति ने कच्चे तेल के भंडारण के लिए भारतीय सामरिक भंडारण कार्यक्रम को 4948 करोड़ रूपये की सकल बजटीय सहायता के आवंटन को मंजूरी दे दी है। कच्चे तेल का भंडारण इंडियन स्ट्रेटजिक पेट्रोलियम रिजर्व (आईएसपीआरएल) करती है। विवरण इस प्रकार है -
1. विशाखापट्नम के भंडार में कच्चा तेल जमा करने की सारी लागत भारत सरकार उठाएगी। भारतीय सामरिक भंडारण कार्यक्रम के लिए पेट्रोलियम और प्राकृतिक गैस मंत्रालय की जीवीएस स्कीम के लिए 12वीं योजना परिव्यय के तहत निर्धारित 4948 करोड़ रूपये से इसे पूरा किया जाएगा। कच्चे तेल का भंडारण इंडियन स्ट्रेटजिक पेट्रोलियम रिजर्व (आईएसपीआरएल) करती है। बाकी की राशि भंडार के सामरिक हिस्से को भरने में इस्तेमाल की जाएगी। दो भंडार मैंगलोर और पडुर में बनाए जा रहे हैं।
2. पेट्रोलियम और प्राकृतिक गैस मंत्रालय मैंगलोर और पडुर भंडारों को कच्चे तेल से भरने में आने वाली लागत के वित्त पोषण का तरीका ढूंढेगा। इसमें रूचि लेने वाले अन्य पक्षों की ओर से वाणिज्यिक उपयोग का विकल्प भी शामिल है।
3. विशाखापट्नम में भंडारण के लिए वार्षिक परिचालन और रख-रखाव पर लागत 47 करोड़ रूपये अनुमानित है। तीनों भंडारों को भरने में 179 करोड़ रूपये खर्च होंगे। इसमें सुरक्षा का खर्च शामिल नहीं है। यह खर्च केन्द्र सरकार उठाएगी।
इस फैसले से देश में कच्चे तेल की आपूर्ति शृंखला में आने वाली किसी भी रूकावट से निपटा जा सकेगा। इससे कच्चे तेल की अंतरराष्ट्रीय कीमतों में उतार-चढ़ाव के प्रभाव से भी बचा जा सकेगा।
