No.G.S.R.4/Const.Art309/2003.- In exercise of the powers conferred by the poviso to Article 309 of the Constitution of India and all other powers enabling him in this behalf, the Governor of Haryana hereby makes the following rules further to amend the Haryana Defence Service Welfare Department State (Group A) Service Rules, 1999, namely:--
1. These rules may be called the Haryana Defence Service Welfare Department State (Group A) Service (Amendment)Rules, 2003.
2. In the Haryana Defence Service Welfare Department State (Group A) Service Rules, 1999, (hereinafter called the said rules), for rule 9, the following rule shall be substituted, namely:-
“9. Method of recruitment-(1) Recruitment to the Service, in case of Secretary, Zila Sainik Board, shall be made,-
(i) by direct recruitment ; or
(ii) by transfer or deputation of an official already in the service of any State Government or the Government of India.
(2) As and when any vacancy occurs or is about to occur, unless otherwise provided, the appointing authority shall determine the manner in which the same shall be filled in.”
3. In the said rules, in rule 11, in the third proviso,-
(i) in clause (a), the words “by promotion or” shall be omitted,
(ii) clause (b) shall be omitted :
(iii) in clause (c), in line one and fourth, the words “by promotion or and “promoted or” shall respectively by omitted.
4. In the said rules, in Appendix A, under column 1,2,3,4,5 and 6 serial number 2 and entries thereagainst shall be omitted.
5. In the said rules, in Appendix B.-
(i) against serial No.1, under column 4, heading “By Promotion” and entry thereunder shall be omitted:
(ii) under columns 1,2,3 and 4 serial No.2 and entries thereagainst shall be omitted.
6. In the said rules, in Appendix C and D, under columns 1 and 2, serial number 2 and entry thereagainst shall be omitted.
